them are to be applied to tbe pay
meet of that portion of tbe public
debt maturing Jan. 1, 1889. They
pay 4} per cent interest, sod bids
for thorn will be received until noon,
July 6. They will be delivered Oct.

mature each year, beginning with
1898.
There is no safer investment than
these bond*. They are ae desirable
as government bonds. The flo&n
cial condition of Georgia is excellent,
and she is steadily growing in wealth
and population, It is impossible
tor her to increase her debt, because
her constitution prevents ber from
doiog so, and another constitutional
provision requires $100,000 annn&lly
to be raised by taxation to be applied
to the liquidation of ber existing
debt This constitutional require
ment is strictly oomplied with.
Georgia’s debt is not large. In
1879 it was $18,344,500, and at pres
ent it is only $8,753,385. From this
statement it will be seen that it is
steadily decreasing, while the ability
of the state to pay it is steadily in
creasing.
Tbe resources of tbe state are
enormous. For 1879 her taxable
property, as digested bv tbe comp
trailer,was $234 959,584. and in 1888
it was $341,505,921, an increase in
nine years of $106,545,373. The
state owns property enough to pay
ber entire debt. The State railroad,
from Atlanta to Chattanooga, be
longs to ber. It would readily sell
for a sum Sufficient to liquidate ber
ontetaodinging bonds. Tbe reoeoue
derived from it is sufficient to pay 3$
per cent, on oil of ber interest bear
ing debt.
Tbe bonds which tbe state is offer
ing oagbt to command a good pre
minm. There are no safer bonds,
and it is doubtful if there are any
that are better seeured. Doubtless
a large portion of them will be pur
chased for investment by citizens of
}be state, and it is certain that there
will be a strong demand for them at
the money eenteis of tbe country.

“As the state railroad question is
one that tbe next legislature wili
have to settle, it is well for the peo¬
ple to be thinking about it, end to
require the legislative candidates to
define .their position in regard to the
matter.
“There is no question likely to
come before the legislature which is
of more vital importance to the peo¬
ple, than tbe state road matter. The
present lease wili soon expire, and
tb« read will revert to the control of
the state. The legislature will then
have to make Borne other disposition
of it. Borne people want to sell tbe
road, and others are in favor of leas
ing it again for a term of years.

We are in favor of leasing it for
the best price that it will command;
and are opposed to its sale at any
price. The Act it, we do not koow
what it is worth, and don’t believe
any one eia* does. W* kno» it is
a valuable piece of property, and is
worth keeping. Tbe state does not
need tbe money, because abe can pay
her public debt without selling it.
Consequently there is no necessity
for its sale.
“In support of our position on this
question, we publish the following
extract from a letter written *by
Judge John I. Hail, of Griffio, and
published in tbe Griffin Sna, of last
Tuesday. As Judge Hall is one of
the ablest lawyers in Georgia, we
feel sure that bis views on this ques
don ought to have great weight with
our people.”
