The needs common to all women are so common that few regard their impor¬ tance. To say that warm rooms are essential to health and beauty sounds like a truism, but the fact is that among all well to do classes it is the rarest thing to find a really warm house. A heated house, burning up coal and vitality to¬ gether, is common, but not one so soundly built that rooms do not readily cool off, and where comfort is felt with moderate heat, or where draughts do not sow rheumatic twinges, with wrinkles to match. Out of doors dress and exercise keep up tho natural heat. Indoors tho quieter life and shutting off the greater part of the sun’s rays render the case different. The constant temperature of all occupied rooms should be enough to keep tho without blood at its normal heat of 98 degs. any chilling or change— say 73 to 78 degs. by day and 15 dega. lower by night Instead, wiien steam is up, or the furnace burns up, you will find tho glass at 83 dogs, on the north wall of rooms. Two Lours or less after the heat goes down the thin walls lose their heat immediately, and it is 43 degs. in tho same place. I describe what I have noted repeatedly in houses where comfort was supposed to be the first con¬ sideration. Such variations are enongh to try the Strongest frames. To say nothing of neuralgia and lung troubles, it is impos¬ sible to keep a good complexion through such ruinous changes of temperature. The heat dries it into fine wrinkles, the cold sends the blood inward, leaving tho face blue and features pinched. Let the husband who wishes to keep his wife ia freshness be careful that she has warm rooms to five in. The injur to the cir¬ „ culation which destroys all bloom and elasticity strikes deeper in time, causing failure of the heart or chronic inflam¬ mations. As you value bloom and long life, never permit yourself to be chilly for fivo minutes. No matter what ther¬ mometers say, if you are out of order enough to feel chilly the thing to do is to raise the heat till the blood absorbs heat and grows warm again. For heat is life, and the chilly precepts of certain hygienists who seem to consider comfort as a crime have cost nnsusj^cted victims. —Shirley Dare. Chief Among IIla Fellows. EXECUTIVE DEPARTMENT, Atlanta, July 20th, 1888. II V V THE RE AS, The General Assembly of 1886-1887 passed the following Act, in accordance with the requirements of the Con stitution. in reference to amendments of that instrument: An Act to amend Par. I of Sec. II of Article VI of the Constitution of this State, so as to increase Court the number of Judges from three of the Supreme of this State to five, to consist of a Chief Justice and four Associate Justices. Section I. Be it enacted by the General Assembly of the State of Georgia, and it is hereby enacted by authority of the same. That the Constitution of this State be amend ed by adding after the words ‘‘Chief Jus¬ tice, in the 2nd line cf the 1st paragraph words, of section II, article VI, thereof the ‘‘and four Associate Justices,” in lieu of the words in said line, “and two Associate Justices,” so that 6aid paragraph when amended shall read: The Supreme Court shall consist of a Chief Justice and four Associate Justices. Area jority of the court shall constitute a quorum. Sec. II-Beit farther enacted, that when ever Constitution the above proposed amendment to the shall be agreed to by two-thirds of the members elected to each of the two Houses of tho General Assembly, the Govern or shall, and hois hereby authorized and in struoted, to cause said amendment to be published in at least two newspapers in each Congressional District in this State for the period of two months next piececding the time of III. holding the further next general ^enacted, election. IV- Be it further enacted, That the Governor be, and hereby authorized and di- rected to provide for the submission of the amendment proposed in the first section of this act to a vote of the people, as required by tho Constitution of this State, in Par. I, Sec. I, of Article XIII, and by this Act, and if ratified, the Governor shall, when lie ascer¬ tains such ratification from the Secretary of State, to whom the returns shall be referred, in the same manner as in case of elections for members of the General Assembly, to count and ascertain the result, issue his proc¬ lamation for the period of thirty days an¬ nouncing such rcsnlt and declaring the amendment ratified. Sec. V. If the amendment to the Constitu¬ tion, provided by this Act, shall be agreed to by the General Assembly, and ratified by the people, as provided by the Constitution and by this Act, then it shall be the duty of the General Assembly of this State, eonven ing next after such ratification, to proceed to elect (after the proclamation of the Govern¬ or, provided in section four of this Act,)two additional Av.ociatc Justices of the Supreme Court, who shal! ho.d said office far six years from the first day of January, 1889, and un til their sin cessors are elected and qualified. Sec. VI. Bo it further enacted, That all laws and part- of laws in contlict with this Act be, and the same are hereby repealed. Now, Approved October 22d, 1887. of therefore, I. John B. Gordon.
