A PROCLAMATION
By JOHN B. GORDON. Governor of
Georgia.
EXECUTIVE DEPARTMENT,
Atlanta, July 26th, 1888. of
YYTHEREAS, VV The General Assembly
1886-1887 passed the following Act, in
accordance with the requirements of the Con
stitution. in reference to amendments of
that instrument:
An Act to amend Par. I of See. II of Article
VI of the Constitution of this State, so as
to increase the number of Judges of the
Supreme Court of this State from three to
five, to consist of a Chief Justice nnd. four
Associate Justices.
Section I. Be it enacted by the General
Assembly of the Stale of Georgia, and it is
hereby enacted by authority of the same.
That the Constitution of this State be amend
ed by adding after the words “Chief Jus¬
tice,” in II, the 2nd line VI, cf the 1st paragraph “and of
section article thereof the words,
four Associate Justices;” in lieu of the words
in said line, “and two Associate Justices,”
so that said paragraph when amended shall
read:
The Supreme Court shall consist of a Chief
Justice and four Associate Justices. A ma
jority of the court shall constitute a quorum.
Sec. II. Beit further enacted, that when
ever the above proposed amendment to the
Constitution shall be agreed to by two-thirds
of the members elected to each of the two
Houses of tho General Assembly, the Govern
or shall, and liois hereby said amendment authorized and in
struoteu, to cause to be

above proposed amendment rejection aliall be submit¬
ted, for ratification or to the elec¬
tors of this Stote at the next general elec¬
tion to be held after publication as provided
for in the second soction of this Act, in sev¬
eral election districts of this State, at Which
election every person shall be entitled to
vote for members of the General Assembly.
All persons voting at said election in favor
of adopting the proposed written amendment to the
Constitution shall have or printed on
their ballots the words, “For ratication of
the amendment of Paragraph 1, Section II,
of Article VI of the Constitution,” and all
persons opposed to the written adoption of said
amendment shall have or printed on
their ballots the words, of “Against ratifica¬
tion of the amendment Paragraph I, of
Section II, of Article VI of tho Constitu¬
tion.”
Sec. IV- He it further enacted, That the
Governor be, and hereby authorized and di¬
rected amendment to provide for the submission of the
act to proposed vote the in people, the first section of

by the Constitution of this State, in Par. I.

Sec. V. If the amendment to the Constitu¬
tion, provided by this Act, shall be agreed
to by the General Assembly, and ratified by
tiie people, this ns provided by the Constitution
and by Act, then it shall be the duty of
tho General Assembly of this Stnte, eonven
ing next after such ratification, to proceed to
elect (after the proclamation of the Govern¬
or. provided in section four of this Act,)two
additional Associate Justices of the Supreme
Court, who shall hold said office far six years
from the first day of January, 1889, and un
til their successors are elected and qualified.
Seo. VI. Be it further enacted, That all
laws and parts of laws in conflict with this
Act be, and the same are hereby repealed,

Romani began to teach his pupils by
what he called “breathing” lessons,
whereby lie made them expand their
lungs so as to strengthen them, and at
tlio same time acquire tho habit of re¬
taining sufficient breath to finish a long
sentence of cadenza without interrupting
it. Once ho had ascertained ft the register
of the voice, whether was base, bari¬
tone or tenor, mezzo soprano or con¬
tralto, lie immediately obliged his pupil
to promise him ou his honor not to at¬
tempt to force a singlo note above or
below his natural register. This art of
breathing is ono of the first taught in tho
great conservatories of * Europo. The
pupil takes a looking glass and stands be¬
fore its throws hack his chest, puts liis
feet together in a straight line and begins
to fill his lungs gradually with air, keep¬
ing the mouth wide open, with a smiling
expression. When the lungs are full he
heats with his fingers strokes generally from he
three up to about fifty before
allows the breath to escape very slowly
from tho open mouth without closing the
mouth at alL
These exercises, repeated for about a
quarter of an hour three or four times a
day, unquestionably benefit the health
and imperceptibly but rapidly increase
tho volumo of sound emitted. In about
two months the pupil begins to add to
these breathing exercises others, in which
ho draws his breath in the same manner,
but pronounces each of the vowels at first
pianissimo, and increasing gradually by
degrees to fortissimo—almost to a shout.
Singers, of course, replace these simple

Lost from the Hotels.
An old hotel steward said yesterday
that it is impossible to restrict a large
proportion of the loss of portable articles
in hotels. This loss is not so much due
to theft as to carelessness and hurry on
the part of maids and men and women,
who carry off the teaspoons they have
been using in their rooms, pack up the
hotel towels by mistake, and break a good
deal thatis only missed when an inventory
is taken. This steward said that a largo
hotel collects spoons, napkins and towels
stamped with the names of almost all the
large hotels in the country, and of names
in Europe. The spoon packed away with
tho child’s medicine by a maid in Paris
is, perhaps, next brought to light in a
New York hotel, where it is sent down
to the kitchen when no longer needed.
Thus these little but costly things travel
about and defy safe keeping. There is a
great deal of theft, of course. Servant
women wrap tablecloths and sheets
around their persona, waiters pocket
forks, spoons, knives and napkins, and
bartenders and their helpers carry off
bottles of liquors. As far as possible,
large hotels board and house their help,
because that makes it more difficult for
theft to be practiced.
But the leakage remains very great.
In one case that can be certified to, a
clever waiter established Iris wife at the
head of a boarding house and furnished
her tableware, linen and a great deal of
the food that was eaten from his stealings
from the different places where he was
