almost to tho summit with a green, glassy
rush that reminded me of Niagara jual
above the fall; then combing into spray,
lashed out greedy fangs of foam at the
looker on, and retreated with a roar like
near and heavy thunder.
They followed in quick succession,
each seeming to climb a little higher than
the last, until one’s senses were quite up¬
set by enormous force, and wo experi¬
enced a curious illusion of motion. Land
and wave wero waltzing to the music of
of tho sea. An infernal one, two, three,
one, two, three movement began; solid
rock lost its anchorage, and tho world
went round and round until giddiness
came and the steadiest head dragged the

Tax Ordinance For The
Year 1888.
Be it ordained by the Mayor and Council
of the city of Griffin, and it is hereby ordain
ed by authority of the same. of 20 cents be and
Section 1, That the sum

in the corporate limits of the city of Gr iffin
and on each and every oue hundred dollars
valuation of all stock in trade, horses aud
mules and other animals, musical instru¬
ments, furniture, watches, jewelry, wagons, de¬
drays and all pleasure vehicles of every
scription, money and solvent debts, includ¬ of
ing notes, bonds and all other evidences
debt except bonds of the city Griffin and up
on all other class of personal property, in¬
cluding bank stock and capital used for bank
ing purposes in the City of Griffin on the 1st
day of April, 1888. And ajlikc tax upon all
property of every description held by any
one as guardian, agent, executor or adminis¬
trator, or in any other fiduciary relation in¬
cluding that held by non residents, to defray
the current expense* of the city government. and the
Sec. 2, That the sum of 55 cents be

the payment of the public debt of the city.

Sec. 4, That any person failing to make provided re¬
turn of taxable property as herein
in Secs. 1, 2 and 3 of this Ordinance shall be
doubled taxed as provided by the laws of this
State, and ,the Clerk and Treasurer shall is¬
sue executions accordingly. of
Sec. 5, That all ordinances and parts
ordinances militating hereby against repealed. this Ordinance

Sanitary Ordinance.
Be it ordained by the Mayor and Council
of the city of Griffin, and it is hereby or¬
dained by authority of the same.
Section 1, That from and after the passage
of this ordinance there shall be a Sanitary
Committee, to he composed of three mem¬
bers of the Board of Aldermen, to be appoint
ed by the Mayor, at the time of appointing
annual committees of Physician the council, who to¬
gether with the city shall consti¬
tute the Board of health of the city of
Griffin.
Sec.2, It shall be the duty of this commit¬
tee to take in charge the sanitary affairs of
the city, to pass such rules and regulations ,
with the concurrence of the Council as they,
may deem necessary, for the protection of
the health of the city. To abate all nuisan¬
ces likely to be injurious to health. To pro¬
vide necessary hospital of accommodations infectious in
case an outbreak oontagious or
disease in the eity should occur, and to pro
vide against the introduction of the same in
the city.
Sec. 3, The committee shall iiave author¬
ity to arrest and bind over to the city court
for trial all violators of the sanitary laws
now in force or that may hereafter be adopt¬
ed by the city council of Griffin and said
committee.
Sec. 4, Said committee shall lnve control
of the police force and of the street overseer
and hands so far as may be neccsary to en¬
force the orders and instructions of said com¬
mittee pertaining io the proper enforcement
of this ordinance.
