The press of the country, outside
of Southern papers, has carelessly
conveyed the impression that the
South is infected, and is a plague
spot to be avoided by all who value
life and dread mortal diseases, This
impression many papers are now en-
deavoring to dissipate. And it is
time. There never has been any
ground for the report. Yet that it
spread the country over is not sur¬
prising when a health officer of a
State quarantines against neighbor¬
ing sovereignties. This was the
work of the wise, precautionary idiot
who looks after tho safety of Texas.
And yet, what has the fatality
been ? Less than three hundred have
died with the fever. Death mow
down regiments every week in the”
cities of the nation, but alarm does
not create a panic Or a palsy, though
in thousands of instances life is yiel¬
ded to imperfect sanitation, and con¬
ditions that ought not to >e tolera-
ted
Man loves to fulfil his destiny, to
round out bis life, and to die by
the gentle band of Providence, in
the natural efflux of the sands of his
life. He objects to the process be¬
ing hastened by the rude shaking of
tbe glass.
But we who live in these days can
hardly realize the ravages of disease
in past centuries. Civilization is tbe
worst enemy of epidemics.

bo paid out by tho County Board of

common schools of tho respective
counties in which it is roisod. It is a
notorious factjthut tbero aro a groat
many delinquents among that class
whoso poll tax of ouo dollar consti¬
tutes tho bulk of all their taxes. 1 he
law provides further iri tho interest
of tho common schools of the Slate,
that separate tax fi fas shall be issu
ed for tho poll lax. and that tlioy be
placed in the hands of tho County
School Commissioners,who are ebarg
eel with tboir collection through prop
or officors.
This plan is manifestly unjust o
tax payers, for if a defaulter’s proper
ty tax bo fifteen or twenty cents,
making tho total of, 6uv. Si.20 with
his poll tax, two executions must bo
issued, on which there is $1.00 in
cost added to each, making a total of
$3 20. which is legally collectable.
A statement of such a fact is suffi
cient argument io substantiate the
charge of unnessury oppression
through the complication of legal
processes.
The question presents

the recommendation of
