The claim of this country to ex¬
clusive jurisdiction of Behring sea de
pends upon two things: First, the
extent of the right- which Russia con¬
veyed to this country; and, second,
whether or not the sea is n closed
one. Of course this country got-
only the right which Russia had. If
the sea is an open one, and it is as¬
serted that it is, Russia did not have
exclusive jurisdiction of it, and, con¬
sequently, this country has not, un¬
less the other nations have consent¬
ed to such jurisdiction, which they
have not.
The Harrison administration is
not doing any thing more than it is
authorized to do. An act. was passed
March 2,1889, which asserted the
right of this country to the exclusive
jurisdiction of Behring sea, and
President Harrison, soon after his
inauguration, issued a proclamation
based upon it, wurning nil persons
that this government meant to exer¬
cise exclusive control of that sea.
England made no protest, but it
does not follow that she ucquiesced
in the claim of this country. Doubt-
lees she will soon.be heard from iu
