IS TOBACCO INCLUDED?
Home Diverse Opinions About the Cig¬
arette Law.
There is considerable discussion
and interest among Griffin merchants
as to the full effect of the new law
proMbiting the sale of cigarettes to
minors. Does it also prohibit the
sale of tobacco, is the question. If
it does, then our merchants want to
obey the law; but if it does not, then
they do not want to forego any of
the privileges that others exercise.
It was the intention of the author
of the bUl to prohibit only the
of cigarettes or their substitutes.
The wording of the bill, however, was
such that tobacco in every shape is
now. thought to be a forbidden lux¬
ury to may one under twenty-one
years of age.
“Section 1. Be it enactej by the
General Assembly of the State of
by nish, hims give provide any minor
or
minors with cigarettes, tobacco,
therefor.” cigarette paper, or any substitute
Many of the lawyers in the Seaate
and in the departments of the capi-
tol say that the word tobacco in the
bill included every form of the plant,
no matter how prepared or for what
use, aad until another law is passed
repealing the present one nothing
can be done to change its
tion.
None of these lawyers questioned
had the slightest doubt as to the
meaning of the bill. They all, how¬
ever, had serious doubts as to the
practicability of enforcing it. Most
young men smoke cigars or chew to¬
bacco before they have passed their
twenty-first birthday, and the legal
gentlemen thought it likely that the
habit would be continued.
On the other hand, a Griffin lawyer
says that as the bill was only intend-
ed to prohibit cigarette smoking,
the word, tobacco in this connection
means only cigarette tobacco and
does not include chewing tobacco or
cigars.
This view is sustained by the Atlan¬
ta Journal, which wye: w »
“The new law against furnishing
cigarettes to minors does not seem
to be generally understood.
“It is essentially and entirely a
cigarette law. Its purpose is to put
a stop to the growing evil of cigar¬
ette “Tim smoking, biQ makes ita misdemeanor,

law, as it is understood by the house

ette#. The cigarette must go.”
On ths other hand again, the Macon
delivers this editorial
.
.
“The cigarette bill passed by the
legislature has been stoned by the
governor and is a law. Whether so
intended or pot, it is a bar, in the
opinion of good lawyers, to the sate
lawful for any person or persons,
either by himself or themselves, to
