There are agencies provided by
law for ascertaining the indebtedness
of the United States to its citizens,
which work noiselessly, but with mar¬
velous effect Chief among these is
the Court of Claims. The late Mr.
Tanner rather boastfully charged
himself with being thechampion “sur¬
plus ripper.” He is not. The Court
of Claims beats him out of sight, and
does it, too, in entire accord with the
forms of law.
“Very few people,” said a promi¬
nent official of the Department of
Justice to a N. Y. Star correspondent
the other day, “know any thing about
the Court of Claims or understand
the magnitude of the powers com¬
mitted to it, or the vast amount of
the claims against the 3ov*rnment
constantly passing under its jurisdic¬
tion in one shape or another. The

tiement, would absorb all but four
million of the surplus. The normal
annual increase in the estimate 0
the department arising out of the
growth of the country, and leaving
out of slight any abnormal increase
on account oi pensions, will much
more than absorb the balance.
