prising, to learn from disinterested
sources that our William Walter
Phelps, Minister to Germany. Is cap¬
tivating not only the Emperor, but
the entire political society of Berlin.

publicans in their stead. Beyond

for the outrage in the Senate of Mon¬
tana, an integral part of the scheme
to rob the majority of the people of
their Seoatorships. It is impossible
to believe, tbut uny Democrat wil
dare to acquiesce in this desperate
assault on parliamentary and popu¬
lar rights and liberties.

The attack on Colonel Brice is a
Republican attack. It is part of the
general scheme of floater-fund poli¬
tics tor the year, which includes the
stealing of the Montana Senator-
ship and of a sufficient number of
scats in the House of Representa¬
tives to give the Administration “a
working majority” in that body
If through villainous misrepresn-
tafaion and intrigue of the sort for
which the Chairman of the Republi¬
can National Committee is noted, a
Republican servant could be put in
Payne’s seat, the victory over Demo¬
cracy would be signal, and Quay’s
boast about “holding with a mailed
hand” would be verified.
If this complete triumph canuot
be achieved, the Harrison managers
will be gratified if Colonel Brice he
made to give way to any other Dem¬
ocrat, however sound and loyal.
The Chairman of the National Demo¬
cratic Committee is the one man
whom the floater-fund politicians
most earnestly desire to keep out of
the Senate of the United States. But
we don’t believe he can be kept out.
The Chairman of the Democratic
National Committee must be where
he can watch and oppose the ma¬
chinations of the Republican Chair¬

When Senator George, of Missis¬
sippi, was asked what was his fond¬
est hope for 1890, he said: “I ex¬
pect nothing good at the hands of
the Republican party. That their
plans may miscarry is my best hope
tor the new year.” A Republican or¬
gan refers to this as an exhibit of
spleen, and sayfl: “Such is the spirit
the average southerner brings into
statecraft.” Now, what are the
plans which Senator George hopes
will miscarry? They may be named
as follows: The unseating of demo¬
cratic members of the House who
were fairly elected, in order to
give the Republicans a good working
majority; the passage of a bill to
place congressional elections under
the control of republican returning
boards; the great increase of a pen¬
sion burden that is already heavy
enough, to say the least. Is there
any spleen in the wish that they may
miscarry? Isn’t “the spirit which
the average southerner brings
into statecraft,” as exhibited in Sen-
utor George’s new- year wish, a most
commendable and patriotic one?
Some of the newspapers are begin¬
ning to lose faith in Mr. Blaine’s
traveling Pan-American Congress.
They say that its eleven weeks’ pro¬
ceeding and peregrinations have not
amounted to anything. It could
hardly be expected that a Congress
which, immediately after organiza¬
tion, started on a junket of four or
five weeks’ duration would be able
afterward to transact much busi-
ness.
