in common sense,” nnd innke* the
following comment, t hereon:
This is a terse and correct stab 1
ment of tlie feeling entertained tariff by a
great many Republicans on the
question. Thoy are in favor of pro¬
tection wherever it can be made to
yield a positive and general advan¬
tage, but they do not believe inJSL
posing or Increasing duties for the
mere purpose of beneflttlng special
interest*, or at the risk of creating
monopolies of any kind.
This is altogether too flattering to
Mr. Ames nnd the Republicans of bis
class. Mr. Ames buys Iron and
makes shovels out of It nnd therefore
he want* Iron cheap and petitions
Congress to taketheduty off. When
he says be is a protectionist,
but believes in common sense lie
merely means that he wants ail the
protective tariff Hint will enrich him
and none of the protective tariff that
taxes him. Mr. Morse, of Massa¬
chusetts, said the other day that the
people of his district stood squarely
by the McKinley bill, especially the
free hide clause. Now, if there is a
single item iu that bill that the ex¬
cellent Mr. McKinley Is ashamed of it
is the free hide clause, which is wholly
out of place in a scheme of very high
protection. Mr. Morse simply says
that his constituents want protec¬
tion on the things they sell and wont
stand protection on the things they
buy. Senator Plumb is sloshing
around as a Republican who is a pro¬
tectionist, but believes iu common
sense. He wants more tariff on the
castor bean raised in Kansas and less
the lead ore, imported from
Mexico to Imp smelted in Kansas.
Mr. Hopkins, of Illinois, is a radical
high tariff man except whou it comes
to lend ore; then ho is a very low
tariff man indeed, because there is a
largo smelting establishment in the
dty where he lives.
There are men like Major McKinley
and Senator Fryo who really believo
in the protection delusion; who want
ah much protection ns possible and
waatlt on everything, and mean nc-
cording to their light to make it uni¬
form. But if there nro any men who
can not tie safely Lrwrtet ’legtsotes
on the tariff it is the Republicans
who say they ure'Rrotcctionlsts, but
believe in common sense. They
would simply put a high duty on
everything they produced,«nnd a low
duty on everything they purchased.

Feminine Quail tie* In Great Men.
Furthermore, I believo that in the
highest minds a certain intermixture of
this fomiuino element of intuition with
the masculine clement of pure reason is
always present. Great wits ijump; that
is to say. they are essentially intuitive.
They ho at a 1 glance what plodders take
years and years to arrive at There Is in
iill genius, however virile, a certain un¬
dercurrent of the beet feminine charac¬
teristics. I am thinking now not merely
of the Raphaels, the Shelleys and the
Mendelssohns, but also even of the new¬
tons, the Gladstones; and the Ediscms.
They have in them something of the
womanly, though not of the womanish.
Ia one word, the man of genius is com¬
prehensively human. As he always
sults from a convergence of many fine
stocks upon a single point, so also,
seems to me, be often results from
union or convergence of nude and
qualities. —Grant Allen in Forum.

It has remained for Speaker Reed

Speaker Reed has all the elements
of a legislative bulldozer, nullifler

allied him thus far to mask his law¬

devotion to public business. Rutin
this instance his notable traits will

Some of our Republican cont^rn-
orurics try to console themselves with
the reflection that if the McKinley
bill is enacted the Tariff question will
jo settled for years to conic. Let
them not fool themselves. As well
might it bo said that when one man
picks unotlier’s pocket and escapes
with the booty, that puts an end to
the transaction so far us the victim
concerned. The tariff agitation
will continue until the question is
settled iu the right way.

enjoy been suggested or agitated.
The Democratic party has alwuys

powers,txf powers granted by the
States subordinate to and dependen-

The New York Tribune says: “Pro¬

they are oftl nnd rich they have 45
