giving notice of an amendment to
the tariff bill providing for free coal
from Canada on condition that the
latter shall admit American coal

ered to appoint a commission to
confer with the Canadian authorities
on the general subject of reciprocity
whenever the latter indicate u dispo
sition to take steps in a similar
direction. Senator Sherman’s pro*
posed amendment is in harmony
with the Botterwortb hiva, which Is

relations with Canada on the ground
that such a course will probably be
more profitable to the United States
than reciprocity with Sonth American
countries. In Congreasionui circles
the Canadian proposition has many
friends, but it is feared that tbe
majority in the Senate will not
