It is bow conceded that the census
is a failure, and that meuns must be
found to remedy it. The failure is
substantially complete. It is not
limited to exceptional instances in
which dishonesty has been demon¬
strated, and to others in which inac¬
curacy is reasonably presumed. It
covers the great mora of the attempt¬
ed work, which is so incomplete and
so unreliable as to be of necessity

flew York City, the Metropolis of
the United States, and Griffin, the
Metropolis of Middle Georgia, are
treated with like injustice.
Tlu? moat telling condemnation of
. the McKinley tariff of 1890 comes
from the finding of the Tariff Com¬
mission of 1888, in which it was do-
(dared thnt *’o substantial reduction
of tariff duties is deinn tided, not by
mere Indiscrfminnte popular clamor,
but by the liest conservative opinion
of the Country, including that which
hns Iwen most strenuous for the pre-
nervation of our National industrial
defenses.” The report from which
this extract is mode was prepared by

Tariff Commission,
the members of that body, including
Henry W. Oliver, who now poses ns

The young men of thu town resented
being crowded into the background,
and put into operation an organised
plan to cut direct every young lady
who received any attentions from a
student. The girls could not endure
this, especially as they were left dis¬
consolate during vacation time. So
they turned about, and in self-pro¬
tection organised a boycott 'against

bonds of the State are far above par,
and are eagerly sought after by
those who are lookingfor safeinvsst-

And it must not be forgotten that
the tax returns do not show the
the actual wealth of the State. The
assessors do not reach all of the tax¬
able property, and much of that
which they do reach is not assessed
at half its real value.
The farmers of the State are in
much better financial condition
than they have been at any previous
time since the war. A large percent¬
age of them are out of debt, and a
still larger percentage are rapidly
nearing that condition in wliich they
are not worried by interest money or

And the tact be
mind that a great deal of railroad
building is being done in the State.
Savannah alone expects to be the
terminus of three new railroads with-

roads will open new lands and (level

trnve no reason to feel despondent

they have every' reason to feel proud
