Since 1888 Chili has maintained her
standing aa a republic without a revolu¬
tion. That is a long time for a Booth

gether, and have been able to govern
the country in their own way ever since.
Chili was a republic ostensibly modeled
after ours. The president was chosen
for five years, with the privilege rf nam¬
ing his successor, who was pat into the
office as a matter rf courtesy perhaps.
In this way the rich governing party
always kept the upper hand and the ins
always staid in. Bat the present presi¬
dent, Don Jose Manuel Bahnaceda, was,
unfortunately, born with liberal laaa-
ings. He wanted Chili to be a republic
in more than the name, and up with the
times in all modern ideas. He was
elected president in 1886. Through
strenuous effort he managed to secure a
liberal majority, that by act rf congress
secularized marriage and graveyards.
This arrayed against him all the power
j>t the conservative and clerical parties,
and they refused to accept as president
■the liberal and man of the people whom
Balmoceda named as his successor.
Thus we have the spectacle rf an ad¬
ministration that represents liberal and
progressive principles opposed by revolu¬
and
practically the government rf an aria-
can people, therefore, most naturally be
with President Balmaceda. One feature
rf this contest is that the insurgents hare
possession of the nitrate beds, whieh
form tbe chief revenues of the Chilian
government. British sympathies will
therefore probably be with the insur¬

mense interests here.
The army went with President Bahna¬
ceda. The navy, on the other hand,
sided with the insurgents. President
Bahnaceda is a man of splendid physical
development and statesmanlike ability.
With him is the cause ot the common
people. Against him are the wealth and
aristocracy of Chili, the power that has
governed the republic nearly sixty years,
and how the conflict will end nobody
knows, if the United States can inter¬
vene in any way to stop ibis useless and
wicked fighting, in the interest rf the
principle of republicanism it ought to
do so.
