lieves the South can get white immi¬
gration in big volume. It says
“Millions of white people can be
drawn to the Southern States. The
Southern fields and plantations need
them. The South would be enriched
by immigration, and immigrants can
find opportunities of enrichment in
the South. The natural resources of
the SouthernStatesnreof surpassing
pientitude; the labor aod capital
needed for the development of these
resources can be obtained in abund¬
ance. By organised efforts on the
part of the South, white immigrants
can be procured in as
will make black domination impos¬
sible. The white population of the
South ought to be doubled within a
generation, and the doubling of it
would quadruple or dejnple the
wealth of the South within that gen¬
eration.”
AH of the foregoing is true. What
is needed to get the tide of immigra¬
tion turned toward the South is or*
ganized effort. No such effort on a
large scale has yet been made. There
have been spasmodic efforts, but
they are not the kind that produce
results. Now is as good a time as
any to get the Southern people
aroused to the tact that If they now
make the right kind of effort they
con have in a very Httle time, a vol¬
ume of the best kind of immigra¬
tion steadily pouring into the Sou¬
thern States. And those immi¬
grants would help to make the
South the richest section ol the
world.
Why Cleveland Was Beaten in 1888.

Accordingly, so far as could be
judged from the outside, the issoe
made by the Republican party in the
campaign of 1888, which resulted in
the election of Harrison, was distinct
and simple. It set Itself in direct op¬
position to the public policy which
President Cleveland bad enunciated
as respect* wbat may be called the
“protected interests” of the country
and the pension agents. It turned
to those two powerful and wide¬
spread organisations, saying to one:
“If you will elect our candidate to
the presidency and retora us to pow¬
er, you can come to Washington and
demand such an increase of your
protective duties as you sea fit; and
we will see that it is given to yon.”
It then turned to the army of claim
agents in and about the Pension Of¬
fice, saying to them: “If you will
elect our candidate to the presidency
and cause the administration of the
country to come into our hands, we
will allow you the free plunder of the
Treasury. President Cleveland, as
ybu see, bars your way to it.” The
result was that by a narrow vote
President Cleveland was defeated
and General Harrison elected to
succeed him. The Republican party
returned to power. After it returned
to power, the record shows that it
was as good as its word. Its prom¬
ises were carried out. The protected
interests swarmed to Washington,
and in due time the McKinley tariff'
bill was reported aod passed. Ia it
the demands of every producer, so
far as appears, who wished to fatten
at the expense of the consumer were
gratified. He had but to ask, and it
was given. On the other hand the
horde of claim agents ran riot in the
Pension Office under “Corporal Joe”
Tanner until that Treasury which
President Cleveland left onlv too full
bade fair to be empty. Tlw record
in this respect is one of which the
quondam soldiers of the- Republic
cannot well feel proud. The Treas¬
ury was looted.
