Homestead Is Now Under the
Military’s Surveilance.
General Snowden Wants No
1 Receptions.
Five Thousand Two Hundred and
Fifty Militia Are on the Ground
and Some of Them Got
Gloriously Drunk.
Homestead, July 18.—The town ei
now under military rale.
Upon the arrival of the troops, there
Was a general feeling of disappointment
when it was fonnd that, instead of oc¬
cupying the works and grounds of the
Carnegie company, they deemed it nec¬
essary to place the whole town nnder
military snrveilance. But there was
not a single demonstration of any kind
to show this disappointment.
The citizens acquiesced as gracefully
as it was possible for them to do, and
the strikers were quiet and orderly. It
was a complete submission to the law.
The Fifteenth, Eighteenth and Six¬
teenth regiments were the corps poshed
into Homestead. The Fourteenth and
Tenth had, a half hour previously, taken
possession on the opposite bank of the
Monongatela, just across from the Car-
Uegie mills. There, two batteries were
planted, commanding the whole of the
town. Had there been any resistance
to the entrance of the troops, the can¬
non on the other side of the river could
by themselves have made the strikers’
position untenable.
As soon as General Snowden bad es¬
tablished bis headquarters in a school-
house on the hill overlooking the iron
works he was waited upon by a com¬
mittee consisting of O’Donnell, Coon,
Crawford, Schuckman and Clifford,
representing the Amalgamated associa¬
tion, advisory committee and citizens.
Hr. Coon was spokesman, and coming
np to General Snowden, he stated that
he represented the association and citi¬
zens; that on their part he welcomed
the troops to the town, and he offered
the co-operation of the citizens in pre¬
serving order.
General Snowden said: "I thank you
for your welcome, but I do not need
yonr co-operation. The only way that
good citizens can about co-operate their business." with as is
to Hr. go peaceably Coon said; "The citizens wish
to
know at what time * they may give yon
a public reception.
We Submit to the Sheriff.
General Snowden replied: "I can ac¬
cept no reception, sir; it would be most
improper. I thank you for your cour¬
tesy, but a formal welcome is not need¬
ed. It would be an amazing thing if
the National Guards of Pennsylvania
wasn’t welcome in any part of Pennsyl-
nin."
Hr. O’Donnell here took up the con¬
versation. wad began: began "On the part of
the Amaigauiat led-association, Koflld I wish to
say illegal that, • after suffering I an attack from
... - authority, we are -jgggglad glad to tO have
the le»il authorii authority of the state here. ”
"I do not recognize your association,
sir;" General Snowden replied. "1 re¬
cognize no one but the citizens of the
city. We have come here to restore
law and order, and they are already re¬
stored. "
"But we wish to submit,” Mr. O’Don¬
nell began, when the general cut him
short, "Then, saying: gentleman
sir, submit to the
behind Hr. O’Donnell you."
whirled around and
saw Sheriff McCleary standing in the
group. " I do submit to him, ” he said.
" We have never questioned the sheriff’t
order."
“No, Tea nave Not.”
The general smiled rather sarcasti¬
cally and said: "lam glad to hear it.
But you must understand our position.
We are here to preserve the peace. We
represent the executive arm of the stat»
of Pennsylvania and I have nothing to
say to you farther than that the sheriff
must be obeyed. ” obeyed
"But we have the sheriff,”
Hr. O’Donnell said, haven’t we, Hr.
McCleary?”
“No, you have not,” said the sheriff;
"you refused to let my deputies enter
the works."
There was some further talk of the
sort In which General Snowden took ue
part, and the conference ended in an
awkward silence, which was finally
broken by Mr. O’Donnell, who said:
"Well, I believe that we have nothing
further to say. ”
The geoeral departed bowed in ter silence and the
committee headquarters
where a very atormv discussion foliow-
ed on the ground taken by the authori¬
ties.
General Snowden said after tbe com¬
mittee bad left that there was to be no
snch thing works as formally taking possession
iff tbe or the town. "As soon as
and law and order were restored. That
is all there is of it. Iam nat going tohave

sort. the handsel the property Carnegie already in
company. I
understand that Mr. Childs is now in
tbe works. But with all that we have
nothing to do. We are here to support
the sheriff in tbe execution of his duties,
and the presence of troops was enough
to settle the whole question. We will
be here for several days and will take

The strikers' guards have been with¬
drawn from about the mill Their

resentatives the company, led by Mr.
Otis Childs, took possession about 10
o’clock, but so quietly was this done
that their presence was not suspected
until afternoon. i
No rations bad been provided for 0m
soldiers, and they accordingly they were pleased, al¬
lowed to to go go into into town, t as
their meals, l Tbe result wg# that
everybody—soldiers body—soldi*! and striker*—did a
great deal too much drinking.
Every saloon was crowded to its foil
capacity and Uigfiulleat everybody capacity. was crowding The
himself to re¬
sult was that more drunken men were
to be seen on the streets than were visi¬
ble altogether in the past week. When
it became evident that tbe soldiers were
