siderable increase of the revenues before

observers here that It to absolutely neces¬
sary the treasury should barrow money

the interesting topics of discussion at this
session of congress.
Senator Sherman’s Valedictory.
Senator Sherman's friends note with re¬
gret that be seems to be aging very rapid¬
ly. During the past two years the hand
of time has been Uhl heavily upon him.
While his life may he spared many yean,
it ia not probable he will have the strength
to make more than one or two great set
speeches. There to therefore a general ap-,
prehension that the speech which beta now
preparing and in which it to said he will
go over the whole financial question to tbs
last which he will undertake to deliver in
the senate. On this account, as a sort of
valedictory from a statesman who has been
so conspicuously identified with onr finan¬
cial legislation for two decades, it to look¬

Cleveland administration. Even some of

tain fostnres of Secretary Smith’s policy,

fully exploited during t he next few week*.
Your correspondent will endeavor to state

“ It Is well known that many men are
on the pension rolls who have no legal or
moral right to be three. Tbeir pensions
wen- allowed through fraud, favoritism or
carelessness. I have taken the position
that nnlesa a man has a just claim to a
pension his pension should be taken away
from him, so there may be the more mon¬
ey left tor those who bare Just claims.
Whenever information reaches us that a
pensioner has been placed on the rolls Im¬
properly, we carefully serntintoe the case.
If there seems to be a reasonable presump¬
tion against him, if there to something
which must be explained, If new evidence
to necessary, we send notioe to the pen¬
sioner that he will be asked to furnish this
explanation or new evidence, and pending
investigation his pension to suspended.
The case is then madaapectol; anew med¬
ical examination is at once ordered with¬
out cost to the pensioner. As quickly as
possible-land if the pensioner himself
moves promptly little delay ensues—the
matter to determined. If his case to a good
one, he loses nothing, gets all his pension
and has a firmer and more satisfactory
status than ever before. If he to not en¬
titled to a pension under the law, of
course he has to suffer. That to all there
to to the question. Suspension pending
Inquiry to the only way in which we can
secure rapid determination of the ques¬
tions at issue. If a pensioner were left on
the rolls, delay would be to hi* advantage,
and thus we would make little progress.
No man with a Just claim to a tension
need fear that he will be harmed by onr
efforts to purify the rolls.”

pensions. They must secure evidence,

submit to a new medical examination or
hire an attorney to represent them. I be¬
lieve in purging the rolls of ail men who
have no Just, claims to pensions, but l
don’t believe this to the proper way in
which to go about it. I believe the poo-.
