London, Oct. 3.—N. P. O’Connor, the
British minister at Pekin, has cabled to
the earl of Kimberly, secretary of state

necessity for taking steps to protect the
lives and property of the British resi¬
dents in Pekin and Tien Tsin.
The earl of Kimberly has been in
communication with the Indian govern¬
ment, and preparations are being made
