THE TEST BOUGH EIDERS.
In the current number of Scrib¬
ner's Colonel Theodore Roosevelt
contributes the second chapter of his
•ketches about the Rough Riders, a
very succinct synopsis of which is
furnished by the Savannah Press.
These sketches arc vary inter-
> eating, for they give the his¬
tory 6f the men from the pen
of a field officer who had a great
deal to do with their organization
and equipment. This regiment was
a strange mixture of oowboys, ad-

rttl f cm Ban Antonio to Tampa oc-
eupiwl four days and waa a terrible
or. e d. It was only in keeping with
the many failures Of the transports-
getting the horses on the cars or for
feed! ig or watering them, and there
waa endless confusion aud delay of
the railroad officials. Arriving at
Tampa there was no one to meet
them or tell them where to camp,
and no one to issue food for the first
34 hours; while the railroad people
unloaded them wherever they
pleased, or rather wherever the jam
of all kinds of trains rendered it
possible. Colonel Roosevelt says
that the officers had to buy the men
food out of ibeir own poclels and to
seize wagons in order to get their
spire baggage token to the damping
ground. vivid
Colonel Roosevelt gives a
description of the confusion at Tam¬
pa before the regiment sailed . A s
the number and capacity of the
transports were known and as the
•umber and size of the regiments
were known the task of alloting
each regiment to its proper transport
ought not to have been diffioalt.
However, no arrangements were
made in advance and each regiment
was allowed to hustle for itself. His
regiment finally seised some coal
Cars and prevailed upon the engineer
to carry them down nine miles to
Fort Tampa. There the trains were
unloaded wherever they happened
to be, no attention being paid to the
possible position of the transport on
which the soldiers were to go. From
the highest general down no one
oould tell where to go to find out
what transport to take. At last the
Rough Riders seized the Yuoat.au
and found that it had been allotted
to two other regiments, either one
ot which contained more men than
E»e ship oould possibly carry. Col¬
onel Roosevelt dtmble-quiokcd his
ty-first New York.
Colonel Roosevelt ki ys that the
travel rations that haJ been issued
to the men for the voyage were not
because the meat was very
bad, indeed. He writes:
“If we had been given corned beef
would have been all right, but
of tbis the soldiers were is¬
horrible stuff called •canned
beef. * There was no salt in it.
the best it was stringy and taste¬
; at the worst it\ was nauseating.

all, even when thh men became
hungry. There were no facili¬

was no ice for them. The wa¬
was not good and they had no
meat or vegetables. ”
Altogether this expedition to Cuba
happy-go-lucky concern and
wonder is that it ever did what
started opt to do.
