Richmond, Va., June 24. —A thou
sand troops are under arms here this
morning and detachments are distribut
ed at tfee various power houses and
barns within the city limits. Cars
will ba run with four soldiers on each

KAPPA ALPHAS MEET.
Twenty-Third Biennial Convention of
Freternity.
Atlanta, June 24. —The twenty-third
biennial convention of the Kappa Al
pha fraternity was called to order yes
terday morning in the convention hall
of the Piedmont hotel by Hon. E.
Chambers Smith, of Raleigh, N. C.,
knight commander of the order.
Forty-six active chapters were repre
sented by delegates, and the attend
ance, including delegates and visitors
was something more than 100.
The convention will be in session
three days in ail, and the opening
meeting was taken up largely with
the preliminary work, including organ
ization. Knight Commander Smith
appointed the following committee on
permanent organization: S. C. Fos
ter, of St. Louis, Mo.; L. S. Holt, of
Burlington, N. C., and Vernon Jones,
of Nashville, Tenn.
The committee reported the follow
ing who were elected officers of the
convention:
President, Hugh M. Dorsey, of At
lanta.
Vice president, M. T. Ormond, of
Tuscaloosa, Ala.
Secretary, Frank Stollewick, Jr.

Vienna, June 24. —A dispatch from
Buchaiest says the king of Roumania
has received an insolent telegram sign
ed by several officers of the Sixth Ser
vian infantry, from which regiment he
recently resigned the honorary colen
cy. The officers declare in offensive
language? that King Charles is not com
petent to judge their actions. They
»ay that he himself ascended the
throne o-f Roumania after pilitary
breach of faith and add that they fore
go with pleasure the distinction of
their regiment bearing the Roumanian
king’s name.
