There is a large class of persons
in the United States who desire to
have the national debt of the Uni
ted State matlc perpetual. These
arc, first of all, the national hanks,
who can only by this incans he af
forded a lasting basis for their cir
culation, and next to them a num
ber of persons who really regard a

debt is “a balance wheel to our
monetary system, a regulator of
general and local systems of fi
nance; and a promoter of individu
al thrift,” and besides, they claim,
would afford a stock of good secu
rities beyond the reach of taxation
for the investment of trust funds,
and the reserves of banks and busi
ness companies and of legacies. It
is therefore urged by the advocates
of perpetuation that the debt now,
less greenbacks and cash in the
Treasury, amounts to $1,413,000,-
000, and that when it shall be re
duced to $1,200,000,000, the reduc
tion cease, and the debt be gradu
ally refunded in irredeemable 3 per
cent, bonds.
This would, doubtless, prove a
very satisfactory arrangement to
those fortunate ones who have such
a large amount of money to invest,
that they can derive therefrom a
handsome income at even the low
rate of 3 per cent, interest, but un
fortunately that class of persons
make up an exceedingly small pro
portion of the body politic. Hence
we agree with the St. Louis lie-
publican when it, in effect, takes
the ground that while a perpetual
debt, tlie representative bonds of
which could never be called in for
payment, would be a great conven
ience to the classes above men
tioned it is very doubtful whether
the masses of the people will con
sent to pay perpetually $35,000,00(1
a year in interest for the conven
ience of these limited classes.
Says that paper: ‘‘Our practice
hitherto lias been to regard a pub
lic debt as an obligation to be got
rid of just ns quickly as possible,
and we do not take kindly to the
European habit o( viewing it as a
perpetual burden. Public debts,
we nrc told, impart strength to gov
ernments, and they certainly do, in
Europe, bring round the govern
ment a large and powerful class of
persons interested in supporting it.
But it may be questioned whether
such artificial adjuncts are needed
in this country, to give strength to
a government which exists for the
people alone, and whether a popu
lar government ought to have any
other strength than that volunta
rily given it by the people. Besides,
we would have some difficulty in
ceasing to reduce the debt, even if
wo desired to. What would we do
with our surplus revenue/ In Eng
land, they rarely have a surplus
greater than four or live millions,
and that they buy consols with.
But our surplus is $100,000,000 to
$100,000,000 a year; and even if we
razee our revenue system to the
lowest permissible limit, increasing
population and consumption must
ever cause it to yield a liberal sur
plus, and this can lie used only in
payments on the debt."
