It is suppos ed that the greatest danger is over, as the levees are being repaired. A special from Helana Ark., says the river has lowed an inch. Rations for 9(i0 persons were is sued yesterday. The river at Vicksburg yester day rose eight inches, the flood of wa’tlr from Yazoo Valley having reached that point. Arrangements are being made to distribute lf>0,- 000 government rations. The dam •age to railroads lias been repaired, and trains will run us usual. At Jackson, Miss., the reports from overflowed districts received to-day by Gov. Lowery nre most unfavorable, nnd show great dis tress and suffering. The Gover nor leaves to-morrow for the scene of the trouble to render nil aid possible. HELP FOR TIIK SUFFER KBS. The Secretary of War lias sent the following telegram to Commis sioners Gillis and Schack, at New Orleans: “Your telegram of the lllh received. Thu present appro* priAtiou is nearly exhausted, so that the department cannot place 500,000 rations at your disposal now. An additional appropriation is possible. C., fully one hundred whites a.iil negroes were ngaged in riot caused by u negro attacking a while man. Troops went to the scene and arrested ! many of the participants. ANNIVERSARY. • The anniversary of the death of UEI’BESENTVTIVF, BLACK’S CONDITION. Representative Itlack, of Geor gia, who was taken ill a day or two ago, is no better to-night, aiidjhis physicians regard his condition with much anxiety. Representative George R. Black, of Georgia, is not expected to live through the afternoon. TUESDAY- TIIE FLOODS. Gen. Beckwith, of the commiss- ary department, who lias charged of the distribution of government rations trom St. Louis to the flood ed districts of the Lower Missis sippi, hns received the following dispatches from Capt. J. S. Land, dated Memphis: “I have just arrived hero. I found Pemiscot county, Mo., in a distressing condition,being almost entirely submerged, ami about 1,- 000 people entirely destitute. The supplies sent to Gayuzo are being carefully distributed and will Inst until about March 25. More should bo sent there. The people, will bo In just ns bad condition when the water goesdown. The government, to prevent starvation, should care for them nt least until May 1st. About Ally people are destitute at Hathaway, Tonn., 150 at iTiptnn- villc, 200 at Hale’s Points in Ten nessee, 500 at Bayfield Point; nnd 1,500 in the vicinity of Osceola, Arkansas, arc destitute anil badly in want. Some stores have been received at Osceola, but they arc insufficient.” General Beekwitli has also re ceived the following from Captain Lee, dated Memphis: “I returned here on Saturday night. My dispatch of tho flth inst. falls short of representing tlio actual destitution and tlio magni tilde of this overflow. If an addi tional appropriation is made 500,- 000 rations of meal and meat should he sent hero as soon ns pos sible, in largo installments, for the sufferers in the Stato of Mississippi. This is in nddition to any rations that may not yet be sent from tlio Ilrst appropriation. The destitu tion is gcnurnl anil increasing, nnd there arc 9,000 destitute persons in Bolivar county alouc. My esti mate will carry tho sufferers through to tho 10th of April, and possibly the flood may subside by tlint time so that the sufferers enn begin work.” Capt. Lee lias been directed by Gen. Beekwitli to take charge ol the little steamer Anita, which loft here yesterday, and proceed at once on the mission designated for her— the pickings up of parties of desti tute people in the flooded districts and taking them to dry land nnd shelter, where they can he comfort ably oared for. Hon. George W. McCranic, of the Ouchitn Telegraph sends the following to tho Times-Democrat from Monroe, La.: “The situation here is extremely critical. A visit to the levees above and below this afternoon showed that they are in great danger, though a large force of men is ut work on them. There is not five inches to spare. The water is oozing through tlio levees in many places. The river here is six feet higher than its natural bank, and more than ten feet higher than the rear of tlio city, where tlio over- in a most alarming manner. The air is thick with the fumes of tar. Twenty barrels are burning at as many different points. Special po licemen are sworn in to compel the strictest quarantine, and the lire department is on duty constantly. Nearly all the eases are in an unex- ceptionablv clean part of the town, and nearly all the cases bad not been vaccinated. TRAIN WRECKERS. A regularly organized band of train wreckers is operating in Kan- -, sas. Last evening a rail was re moved from the Gulfand Colorado and Santa Fc track fifty miles south of Fort Worth, on a high bank, and an express train going at the rate of twenty-live miles per hour passed over the ties striking the track all right in front of the removed rail. The villians attempt ed to wreck a train on the Texas Central road, near Palmer, last Thursday. A RARE COIN. At the sale of rare coins yester day nt Clinton Hall, in New York, the interest of bidders centered in a silver half dollar issued from the mint of thu Confederate States at New Oilcans in 1801. It is assert ed to lie one of four. Of the three other coins one was said to bo in the possession of Jefferson Davis at tho time of his capture. It has not since been heard of. Tho coin offered yesterday was sent to Dr. B. F. Taylor, chief coiner of the Confederate States, and was ob tained by Mr. Scott from him. The bidding was started at $200 and bids ol ten dollars readily jumped the figures to $870, at whioh price it was sold to “South.” No deal- cr knows who “South” is. The agent who bought it said that be could not reveal his name. MOONSHINER KILLED. This morning in Atlanta Jack Hicks, an illicit distiller, of Gwin nett county, resisted arrest and was fired upon by a party of raid ers. bended by Deputy Marshal Holton, and was killed, STEAMSHIP BULLETIN. Michael, drugs, of Forsyth, Mar tin L. Duke, general store, and one other wore burned at Jackson,- Butts county, about 10 o’clock last night. The strike at Omaha still contin ues. The military, yesterday, charged a crowd of strikers, wounding several men with their bayonets nnd killing a machinist named E. P. Armstrong. The French Senate lias adopted a compulsory education bill. 0«cr 100,000 porsons in tho Mississippi Yalloy are homeless nnd destitute in consequence oftho floods. The heaviest snow storm of the season prevailed yesterday in Iowa, Wisconsin, Missouri and Western Texas. At Jacksonville, Oregon, yester day, a mob in attempting to rescue a prisoner, killed Doputy Sheriff Lewis. The Chilian newspapers are abus ing the United States, ridiculing flow is higher than in 1874, and is 0 ur navy, and publishing cartoons -•:ii ... ... *. still rising. Tho river is rising at the rate of one inch in twelve hours. A bout from Camden reports a rise nil the way down the river which is only three and half inches below the rise of 1874. Nearly all of which represent our war vessels being destroyed by the Chilian fleet. — Near Charlotte, N. C., Miss Sal- lie M.
