Not many years ago, the mer
cantile community were annoyed
by ah immense amount of spurious
paper most dexterously put iu cir
culation. Checks were presented
at t|ic principal banks signed
by the firms of principal houses,
and money in the aggregate
amounting to nearly fifty thousand
dollars obtained upon them. The
peculiar circumstances of the case
disclosed iLe fact that the forger
resitted iu the city, aud for mouths
the briminal. Every new face,eve
ry Hrauger whose occupation and
purh.it were not thoroughly mi-
dernood, were subject to a most
rigid scrutiny. Still we were at
fnuif. It is not difficult to find out
the person who is not guilty of an
obelise; the trouble is to discover
who'is. And thus our search went
on. Bathed in ono direction, we
took another. Aside from the re-
warii, which was ample, our pride
was^interested in detecting the
person who, almost before our eyes,
praiiixed such open frauds.
One day 1 saw a lady paying for
a bin of goods witli a cheek. Be
fore she had time to leave the store,
I obtained a look at the paper, and
was,satisfied it was not genuine.
Still I was not certain. The lady
was deeply veiled, and I was sub
jected to the alternative of follow
ing her. This 1 did, and traced
her home.
It.was a beautiful little cottago,
with a large yard and garden.
Taste and culture had fashioned
tha gravel walks and trained the
dense, but beautiful foliage into
parterres, ns curious as novel and
pretty. Vines crept over the por
tico and trailed along the network
of the gallery. The white and red
hollyhock bloomed at the gate,aud
the margin of the wulks was bed
ded with violets und the sweet-
scented verbena. The pciTuine of
orange blossoms mingled witli the
odor of the rose, and the senses
were delighted, with the .evident
beauty that pervaded tho place.
I hastened back to the place
where the check was passed, und
it had already been ascertained
that it was forged. We had now
obtained a clew, which, ifcarefully
pumued, we were satisfied would
lead to the detection of the crimi
nal.
We wnited until morniug, and it
was then determined that I should
visit her alone. I did so, and
found tbu lady seated in a pleasant
little parlor, looking out on a mini
ature lawu. The room was ex
quisitely furnished, and breathed
an air of evident refinement. It

Her eyes lost on the instant
their eager look, and site turned
aside her head. I could perceive
from tho workings of her counte
nance that she was thinking intent
ly—rapidly. Emotions, first of
terror, then of determination, and
then of entreaty, chased themselves
over her face with the rapidity of
thought. It was a grand faco—
noble in expression—evincing in
tellect of no common order.

It may seem strange to you, hut
even despite her words, I could
not believe this strangely beautiful

But it is now very clear that
many of the Republican lenders
arc heartily sick of what they con
temptuously enll the “negro exper
iment.” This sentiment appeared
very distinctly in the Chinese de
bate. Senator Jones, of Nevada,
who is known as on* of the most
trusted counsellors of the faction
now in posession of the offices, was
especially outspoken. He regards
the negro race ns being totally
unfit for the control and manage
ment of institutions created by

he came to denounce the Asiatic
ho logically and fairly included the
African in the same eategory. The
admission of the latter to the bal
lot box, where he holds the balance
of powor and gives government to
the whole Union, was, in Senator
Jones opinion, an almost fatal and
extremely foolish sentimental error
which he does not pjopose to
repeat on ever so small a scale
in the ca^e of the Chinese.
It is not at ail impossible that in
tlie course of a|fcw years the frecd-
men and their descendants to
whom tho elective franchise was
given to serve a Republican party
purpose, wdl bo compelled to look
to the Democrats mainly for pro
tection in the exercise of that
privilege. Ignoraut, innocent,
confiding, and bewildered by the
sudden acquisition Of a great pow
er, the blacks listened to tlie car
pet-bag emissaries of their suppos
ed friends at Washington; and now
all the crimes of the reconstruc
tion period are charged up to their
account. And to mako matters
worse with them, a certain class of
visionary Republicans come for
ward with startling schemes, de
manding millions from the general
Government for so-called educa
tion, to ho distributed to the Stales
according,'to the“ratio of illiteracy,”
to prepare an enormous mass of
simple electors tor the exercise of
a Iranchisc conferred upon them
many years ago. Nothing .bus
ever oeeurred, no proposition was
ever made. Iiettcr calculated to
shock us from our senso of security
in reliance upon the virtue and
intelligence of the people. When
it becomes necessary for the Fed
eral power to educate tlie voters,
that is to say, to take its own
masters undcr'tutelage, the end of
popuinr government will be at hand
except as to tlie forms. And this
odious cuntraliziug plan, of which
the alleged ignorance of the color- •
ed voter is made tho pretext, ia
deepening the race prejudice, and
strengthening even among Repub
licans the hostile impression* so
boldly expressed by Senator Jones.
When the blacks, like' the other
people, educate themselves, they
will be fitted for political power;
