By reference to the proceedings
of the City Council it will be seen
that the city 1ms authorized the
keeper oi the Flint River bridge to
pass free of toll all wagons loaded
with cotton, and to pass the same
free in returning. This is a good
move and shows to the people over
the river that Atrericus desires
their trade. The bridge was built
to draw the trado from over the
river, and the council 1ms acted
wisely in making the bridge free
to those bringing cotton to this
city.

A Serenade.
Tho people of Amcrcieus, feeling
lia^ipy over the nomination of Mr.
Will Hawkes for the legislature,
TAcsday night tendered him wlmt
was called a serenade, but It was
one of the lovelist serenades Amer
icas ever heard. The affair was
held-in front of the Barlow House,
and when the string band opened
up, tbo veranda and sidewalk was
fall of people. The young gentle-

talk proved he was well
chosen for his work. The speech
was full or sparkling wit and orig
inal expressions, and the audience
applauded lustily, and were hear
tily sorry when it was brought to
a close.
Later in the evening the band
and military company and quite a
number of citizens went out to
Judgo Cri.p’s and tendered him
an impromptu serenade in honor of
hi« nomination for Congress at
Eastman that day. The Judge was
iil and in bed, but Col. E. 0. Sim
mons. in his behalf, in n very neat
speech, invited the assembly in

—Some one has been circulating
a report that onr worthy Treasurer
C. C. Shepherd, was going to run
for Representative as an indepen
dent candidate. There is no truth
in this report, as lie has no desire
for the office and expects to sup
port the nominees.
The new cistern on Cotton
Avenue is in a bad fix. It leaks,
bnt it don’t leak euougb to run all
the water out, so it can be repaired.
Tite new steamer was brought out
Wednesday to pump the water out,
but the section hose was not long
enough. The Sumter was brought
out yesterday, but tbe hole was too
deep for it, a"d in endeavoring to
reach it the boiler sprung a leak.
There is no credit due an.vnue for the
redaction of box rents. The only way it
oould have been rednoed was by the rec
ommendation of the Postmaster, and Post,
master Bell eisims no credit as it was his
duty, and was performed at tho instance
of box renters. For the proof of tbe above
statement we publish below tbe follow
ing letter:

Dear Sin—In answer to your letter of
the 19th inst., requesting that the price
of box rent be rednoed from 31.30 to 31
per quarter, you ere informed that you
can reduce tho price to 31 per quarter
from tho 13th of the present month.

Now the only trouble with the
Republican is that ic has been
prosing along in Amerieus 'for iol
these many years and never found
out that the people were beiug
made to jiay an outrageous price
for box rents—live times as much
as the pcoplo in tbe North—and it
would have preferred that it should
so remain rather titan the Recor
der get any credit for bringing
about a reform. But it was not to
be. The Recorder called the at.
tention of the people to the fact
that they were being robbed in the
way of box rents, and endeavored
to get the box rents reduced by
writing to the I’ostofllcc Depart
ment in regard to the matter. Our
letter did not secure the reduction
asked for, becuuse when tbe author
ities at Washington wrote to Post
master Bell about the matter he
replied that there was no dissatis
faction in regard to the rents and
recommended that they remain the
Baum as they were—we have this
from Mr. Bell himseli. We pub
lished the letter we received from
the Department, in order that our
people might see tbe discrimina
tion that was being made by the
Department betwoen the people of
the North and the South as against
the latter. Our people thought as
we did—that it wus an outrage—
and proposed to rent no moro box
es until the rent was reduced. Post
master Beil then wrote a letter to

Department asking that the
rent bo reduced, and in reply re
ceived the above letter. It mat
ters littlo to us how the reduction
was secured or who gets the credit
for it—wo have accomplished in
part what we started out to do,
notwithstanding we were told by
one of the deputies In the post-
office that we might work ob long
as wo pleased, we never could get
the box rent reduced. If Captain
Bell is entitled to the credit of the
reduction because of his letter rec
ommending it, then he should also
be eutitled to the oredit of the re
duction not having been made
sooner because of his letter recom
mending that it be not reduced.
We have no desire to take any
credit from Capt, Beil, and only
wish that we could give him more
—the credit of reducing the box
rents to fifty cents per quarter, in
stead of a dollar, for iustance. In
deed , following out the Republican's
logic, wc might give him credit for
keeping up the box rents to their
heretofore high figures for several
years past, when a letter from him
to -he Department would hare re.
duced them. But we arc not dis
posed to do injustice to Capt. Bell,
even’in the matter of giving cred
it, and therefore will say that he
only kept tbe rates tbe same as bis
predecessors, and, as he informs
the same as in every other
Squthern office of the s tme class.
The Itox rents do not go to the
postmaster, although iu a manner
they regulate the amount of his
salary, it lieing determined by the
aggregate receipts of the office.
As to the part taked by the Re
publican in this matter, wc have
simply to say tliat it looks to us as
if it was prompted by the same low
spirit of jealousy which prompted
tbe dhg in the manger—a spirit
which can do it no good ami ns no
harm. Wc should be glad to have
its aid in advancing the interests
of our city and county, but it it
has not tbe enterprise nnd generous
public spirit necessary to keep
pace with us, we shall be compelled

Runaway.
Yesterday, about noon, as two
young -nett and an old lady named .
Mrs. Dupree were coming into the
city in a wagon, the mules became I
frightened nt the cars near the rail-1
road crossing and ran away, throw- 1
ing the occupants of the wagon out
upon the gronud, breaking the arm j
of the old lady and spraining the I
leg of oue of the young men.
