Kellogg’* Uncertainty.
New Orleans, November 28.—
Telegrams from Baton Ronge show
that the returns from the third dis
trict were finally compiled to-day.
The canvassers threw out Aesnmp
tion and St. Mary’s parishes on the
ground of informality in the re
turns. The former gave Kellogg
1,130 majority, and the latter 1,891
majority. This leaves him still about
2,000 majority. Gov. McEnry has
refused to issue a certificate to
Kellogg on the ground of non-resi :
dence in the district or state, and
has given him till Monday next to
submit bis briefand evidence. Kel
logg has prepared a statement
showing that be came to the state
in the spring of 1865; that he was
the sixth man registered under the
military reconstruction In 1866 in
the parish of Orleans, that he has
since constantly tegistered and
voted in the stale, bought and sold
property, seed and been sued in
the state courts as a citizen of the
state, has been, during his resi
dence, four years governor of the
state and ten years United States
senator, and is still senator, hi s
been recognized repeatedly as gov
ernor and senator by both national
and state governments, has large
planting interests in Iberia parish
in the third distict. When he
ceased to be governor his house
hold goods were removed from
New Orleans, then the sent capital,
to the parish of Iberia in his dis
trict, where ho has since resided,
and now resides, and where he is
now a registered voter. The dem
ocratic returning ollicor ot St. <
Marys parish has telegraphed Gov- j
ernor McEnry that the election was i
fair, and that his returns are cor- j
rect compilations of the votes enst ;
