from going to the South and South
west, where they may be sent there
by sea."
The simplicity of this is refresh
ing. The Cresson meeting was
composed of steel manufacturers,
and its recommendation was for a
rate of duty that would shut out
all foreign rails and compel not
only those situated conveniently
to Pittsburg to buy rails of these
