George Alfred Townsend made
Ochiltree the butt of ridicule in
one of his “Gath” letters, and spoke
of him of him as “the greatest liar
in America.” “Did you sec my
husband’s reference to you iu his
letter to the Cincinnati Commerci
al?” asked Mrs. Townsend of Tom.
“Yes, madame, I did," said the
Congressman-elect. “There ore
three greatest liars in Americu. 1
am one of them: .your husband is
the other two. ”

The rolling mills have a way oi
“shutting down" whenever the
outlook docs not suit them. The
steel rail mill at Chicago shut
down the other day for several
reasons. First the quiet state ol
the rail market, then the unsettled
state of the tariff question, and yet
again, because no dcliuilu schedule
of prices had been arranged for
next year. If all the working in
terests of the world wore to "shut
down” and turn thousands of labor
ing people adrift just liccausc
everything did not move in the
grooves desired by directors, it
would pnt the average working
man in a glorious fix.

The New York Evening Post
says: “If any one wnnts to know
why homicide is such a prominent
feature in Southern life, and why
it exercises such an unfavorable
influence ou the material and social
progress of the South, he will And
it in Bitch telegrams as tlmt an
nouncing the pardom of Cox." If
what the Post says is true, the
North should be tenfold more
featured and influenced than the
South by homioidc, as the tele
grams show about that comparison
between them. Thu South is in
jured infinitely more by such false
representations than ny all the
homicides and other crimes com

CIVIL SERVICE REFORM.
Senator Rrown struck tbe Demo
cratic keynote on the subject of
civil service reform in his re
cent speech in tbe Senate. True
reform iu our civil service does
not moan un ofllice-holding pension
ed aristocracy, but rather means a
reduction iu the number of office-
boldcrs and their salaries, the abo
lition of sinecure olllccs and the
displacement of ollicial thieves.
There are plenty of good mer. in
the country to till the ofllocs—men
who will honestly discharge the
duties of the olllccs entrusted to
their care, and men who will not
feel that because they hold an
office they are the intellectual »nd
social superiors of the people
whose servants they should lie.
. The displacement of a paty from
power means tbe displacement of
the members of that party who by
their management of the trusts
confided to them have brought
their party into public disrepute—
it-means the retirement from ollicc
of those men who have used their
offices to perpetuate their party in
power and enrich themselves and
their friends from the public
treasury. It means a cleaning out
of the foul birds who have befoul-
ed the national eagle’s nest. If a
Democratic president is elected in
(684, it will be the intention of the
people that the offices shall be
filled by Democrats, and it will be
expected that Democratic office
holders shall administer public af
fairs honestly and economically.
