H *Crt*lfef let the pre*», the statesmen and
^lUfMEllP the jurist of the country speak,
FUTURES.
The following article from tbo
Eufaula Bulletin, on dealing In
cotton and other "futures,” is so
good and to the point that wo
adopt it as expressing onr own
views:
“If the‘future’trade in any pro
duct was governed by the supply
in sight, or anywhere near it, it
would, as our friends assert, be a
very cheap and convenient method
of handling tbo product; but take,
for instance, the article of row cot
ton. There are sold annually in
this country about twenty-five mil
lion bales more cotton for future
delivery than ore grown in the
world, showing clearly that it is a
difference of price upon which set
tlements are to be made, and that
no cotton con or docs enter into
the transactions. It is no more
nor Icbs than gambling on a high
scale, in which tho millionaires
hove the game in their own hands. |
Any man or combination of men
with ten or fifteen millions of dol
lars, can go into the New York
Exchange and run prices up or
down, just as it suits them, and ut
terly regardless of supply or tic
They are almost a unit for its sup'
pression, and laws to that effect
are being enacted In nearly all the
States.”

price and frequently they get up a
‘corner,’ demoralizing the market,
disturbing legitimate trade and de
pressing the commercial interests
of the whole country, to say noth
ing of the widespread individual
ruin they inflict. Our friends ol
the Telegraph arc correct in their
views of contracts for the future
delivery of cotton, when they are
made in good (aith and the cotton,
itself, is delivered, instead of the
difference in price on the date of
thc'contraet and time of delivery.
Thus oondueted tin mills are ena
bled to carry large amounts of cot
ton on small sums of money, and it
is certainiy a great convenience,
otherwise they would be in thc.'flx of
tho planter who is often force dto
.ell when prices are down, just ns
the mills nro often forced to buy
when prices are up. And just
here, we might state, that the mar
ket for futures is wholly independ
ent of and controls the spot mar
ket. Every cotton buyer in the
country is controlled in bis opera
tions altogether by the price of fu
tures. So that those who operate
heavily In futures create a fictitious
value and put a price upon spot
cotton that it will not bring in
market, or on the other hand run
tbo price down below the market
value. In European markets to
whloh our friends refer, operations
In ftitures arc conducted in a legit
imate way, and every transaction
means a delivery of tho cotton
bought or sold. ’It was this fact
that enabled one Sanders.wc bellevo
to overbuy the market last year,
and he m\i\e several millions of
dollars by demanding the cotton
instead of the difference in price,
and ho run the price up two or
three pence above tho market price

But the great evil or this gam
bling in futures! is teit more severe
ly among the masses of the people,
when it has up the meat and bread
of the country for a stake. The |
' present year has witnessed almost ,
famine prices for meat and bread. |
when there was an abuudance of |
both in the country. Why so! Be-1
cause a few monied men had the i
meat and grain markets in their j
clutches. A man with ten millions
•f dollars dealing in futures, can
control fifty millions worth of cot
ton meat or grain, and here again
is another evil of the trade. It
gives him control of so much more
than he buys, that his influence has
a wider range, and its effects are
felt to a far greater extent than if
he bad bought Just wbat his money
would pay for, of the articles them*
selves. As »c said the ether day,
this gambling in “futures” is a
modern evil, so much so, that but
a comparative few fully understand
it, or the manner in which It is
conducted. That is an evil of enor
mous and rlarming proportions,
