N j city upon tbe American con
tinent lias a larger floating popula
tion than Washington. It is esti
mated that during tbe sessions of
congress twenty-flve thousand peo
ple, whose homes are In various
parts of this and other countries,
make this city their place of resi
dence. Some come here, attracted
by the advantages the oily offers
for making the acquaintance of pub
lic men ; others have various claims
which they wish to present, while
the great majority gather here, as
the crows flock to the carrion, for
the sole purpose of getting a morsel
at the public crip. The latter class,
as a general thing, orignnte the
many soliomcs which terminate in
vicious bills, all of which aro eithcr
dirccted at the public treasury, or
toward that revenue which the
black-mailing of corporations or
private enterprises may bring.
While walking down Pennsylva
nia avenue tbe other day I met Mr.
William M. Ashley, formerly of
your city, whose long residence
here has* made him unusually will
acquainted with the operations of
the lobby.
Having tnado my wants in this
particular direction known, in in-
swer to an interrogative, Mr. Ash
ley said:
"Yes, during my residence hero
I have become welt acquainted with
the workings of the ‘Third House,’
as it is termed, and could tell you
of numerous jobs, whieh, like the
‘Heathen Chinee,’ arc pcouliar.”
‘•You do not regird the lobby,
ns a body, vicious, do you t”
"Not necessarily so, thoro are
good and bad men comprising that
body; yet there have been times
when it must be admitted that the
combined power or the ‘Third
House' lias overridden the will of
people. The bad influence of tbe
lobby can be seen in the numerous
blood-bills that are Introduced at
every session.”
"But how can these be discov
ered
"Easily enough, to tho person
who has made the thing a study.
I can detect them at a glance.”
"Tell me, to what bills do you
refer ?” \
"Well, take the annual gas bills,
for instance. They are introduced
for the purpose of bleeding tho
Washington Gas Light company.
They usually result in nn investi
gating committee which never
(■mounts to anything more than n
draft upon the treasury for tho ex
penses of the investigation. An
other squeeze is the abattoir bills,
as they are called. These, of course,
arc fought by the butchers and
market-men. Tho first attempt to
force a bill of this discretion was
in 1877, when a prominent Wash
ington politician offered a fabulous
sum for the franchise.”
"Anything else in this line that
'yon think or, Mr. Ashley f”
“Yes, there’s tbe job to reslaim -

viewed my face. I became ill-tem

despondent.”
"Of course you consulted the
doctors regarding yburdifllonltyf”
“Consulted them? well I should
say I did. Some told me I. had
neuralgia; others that I bad Inflam
matory rheumatism’, for which there
was no enre, that 1 would bo afflic
ted all my life, and that time alone
would mitigate my sufferings.”
"But didn’t they try to relieve
your miseries?”
“Yes, they vomited and pbysiced
me, blistered and bled me, .plaster
ed and oiled me, sweat, steamed
and everything hut lroze nip, with
out avail.”
"But how did you finally recov
er?”
"I had a friend living in Michi
gan who had beeo : afflicted in a
similar way and had bceu.,piired.
He wrote me regarding his' rccov- ■
ery and advised me to try the
remedy that cured him. I procur
ed a bottlo and commenced itp use,
taking a table-spoonful after each
meal und at bed time. I bad used
it about a week when I noticed *
decreaso of the soreness of the
joints and a general leeling of relief.
I persevered in Us nse and finally
got so I could move around with
out limping, when I told iny friends
it was Warner’s, Bafe, JStncumatic
Cure that had put me'opjky JSet.”
"And do you regard your cure
ns permanent?”
"Certainly, 1 haven't been so
well in years as I am now, and-
although I have been subjected to
frequent and severe changes of
weather this winter, I have not felt
the first intimatlcn ot tbe return
of my rheumatic trouble,”
"Do you object to 'the publica
tion of this interview, Mr. Ashley?”
'Not at all, sir, 1 look upon it
as u duty I owe my fellow creat
ures to ullevintc their sufferings so
far as I am able, and any commu
nication regarding my symptoms
nnd euro that may bo sent to me at
&06 Maine avenue will receive
prompt and careful attention.” .
“Judging from your recital, Mr.
Ashley, there must be wonderful
curative properties about this med
icine?”
"Indeed, there is, air, for no man
Buffered more nor longer than did
I before this remedy gave mo re
lief.”
"To go back to the original sub
ject, Mr. Ashley, I suppose you
sec the same familiar faces about
the lobby session after scssiop?”
"No, not so much,so as you
might think. New faces, arc.con
stantly seen nnd old ones disap
pear. The strain upon lobbyists
is necessarily very great, and when
you add to this the demoralizing
effect or into hours and intemper
ate habits aud the taet that they
are alterwards found ont In their
steals, their disappearance can easi
ly bo accounted lor."
“What, proportion of these blopd-
bills arc succcsful?” .
"A very small percentage, sir.
Notwithstanding-- tho power and
duce a tenderness which would welt

“Well, while I have not ut all
times enjoyed good health, 1 am
certain that the difficulty which
laid me up so long was not mal t-

troubled me for years. A shoot
