We, the gram! jurors of Sumter coun
ty cboseu for the May tern, of Sumter
superior court, beg leave to submit the
following report:
Wo have, through our various com
mittees, examined tho various books,
records and public property. Wo find
the books of tho Lax collector, M. Calla
way, and report his accounts, correct,
with proper vouchers for ail money dis
bursed. Wo find a largo amount of in
solvent taxes, and we think if tho proper
ofllcers were more dilligent tho amount
of insolvent bnxes would ho greatly re
duced. Tlie failure of many people to
pay their taxes when duo, although per
fectly able to do so, lias resulted in II fas
to tho amount of $3,003.24 being placed
in the hands of bailiffs for collection
and wo urgo tho lax collector to have
these ti fas collected at once. We lind
several professionals doing business
without paying their special tax.
We have made a thorough examina
tion of tlio books and vouchers of the
treasurer for money paid out, and find
them to he correct
We have examined tho hooks and
records of tho ordinary, and approve the
the manner of keeping the same.
We find the books of the sheriff’s office
kept in a neat, correct and business like
manner.
Wc find the court liouso in good re
pair, and can but feel a certain amount
of pride uprising in our breasts when wo
look upon such a piece of architecture,
and feel that it is the properly of Sum
ter county. Wc are not proud of our
jail, but will recommend no repairs, as
tlio count,' commissioners are anticipa
ting building a now one. Wo find the
prisoners in good condition, and they
seem to bo well cared for.
We find the books of tlio judgo of tlio
county court neatly kept Least we tax
the patience of those whose sacred duty
it is to scan tlieso general presentments
wo ask pardon and also your furthorcon-
sideration: It is witli a source of deep
prido, and gratification that wo refer to
the county court of SumUir, created
nearly twelvo years ago, and having
been presided over during all tills time
by its present incumbent, .Tudgo J. B.
1’ilsbury, which speaks volumes in itself
It is not the sense of this body to over
estimate, or to pay unjust tributo to any
officer in her county, but where tho obli
gations of tbo office have remained piiro,
tlio duties therein imposed, liavo been
carried out in n straight and foarless
maimer, wo take great ploasnro in
commending the same. Judgo Piisbury
has made tlio county an nble, honest and
fearless judge, and his record as placed
on the minutes of that court will stand
as a monument to his fair name.
We find the hooks of the clerk of tlio
court correct.
We feol that wo shnuid not willingly
pass our honorable county commis
sioners by in silence. Wo bavo soon
tlioir books and acts, and liave no com
plaints to enter. Wo feel that they will
mako no unnecessary expenditure, and
that the county's business is safe in
their bands.
Through our committees wo liavo
visited the poor house and find tho in
mates well cared for—twelve whites and
ton colored.
We do not think that tho public school
systom, as operated In our county, gives
entire satisfaction, but mako no special
recommendation in this lino.
We find tho roads and bridges in fair
condition, even hotter than usual, but
still they do not come up to tho require
ments of law. We find the bridge over
Muckalee creek, known as Mack Little
bridgo, in a dangerous condition. We
recommend that it be replaced with a
now bridge as early as possible. There
is complaint that tho crossings on tbo
S., A. & M. road are too narrow and
stoop for safe travel, and wo recommend
that tho proper authorities see that tho
matter ho adjusted. Tlio streets of An
dersonvllle are in bad condition. Wo in-
slsist that they be put In good condition
at onco by the proper authorities.
Wo liavo carefully examined the books
of tlio justices of the peace and notaries
public, and find that some of our officers
in their official duties are very loose and
lax, disregarding tho law, or else they
are ignorant of their duties. 51 r. V. A.
Freeman, of the 750th district, omits
dates, wo guess not intentionally, to
which wo call Ills attention. Mr. J. L.
Adderton's hooks are in bad shape ov-
oiy way. The bills of cost are not item
ized, his name Is* not signed to any of
the cases tried, and frequently fails to
state tho case properly, also what dispo
sition lias bcon made of tho cases tried.
We also have reason to believe that Mr.
J. L. Addcrton puts out blank warranto
with his signature to them, therefore
we cannot approve Me books, andleavo
him with the court. We also find Mr.
W. B. F. Oliver’s hooks in bad ehape.
We find that be falls to eater warranto
Issued,and that he frequently uses police
men for bailiffs, and we tMnk exacts ex-
horbitant costa. Ho also In one Instance,
ordered the release of a prisoner and
failed to enter on hit book* the case or
cause of arrest or release, therefore wo
cannot approvo his books, and
leavo him with tho court. We
hear of other cases where tho law'
has been transcended and request the
transcendors to try and carry out the
law .as far as they have jurisdiction.
We approve and recommend tho reap
pointment of W. B. Harrison, of the 90J
G. M. district; V. A. Freeman, of the 7.10
G M. district; also T. L. Murray, of the
745 G. M. district.
We return our thanks to the so
licitor general, C. B. Hudson, also to so
licitor pro-tein, L. J. Blalock, for cour
tesies extended to this body, and also to
our doorkeeper, Mr. Bass.
Before we conclude these general pre
sentments and tender them to the heal
ing and consideration of the public we
would not, as a representative body of
your county, claim that tho task had
been done or that the object sought had
been fully accomplished w'ere wo not to
take notice, and make mention, of ids
Honor Judge Fort. Judgo Fort has
worn the judicial ermine of this circuit
for nearly nine consecutive years, and at
all times and under all circumstances,
with steady and firm hand, has he wield
ed the sceptre ami now, as fond memory
rehearses the sacred memories of the
past and places his bright life like
panorama within our grasp, who is there
in the grand old county of Sumter wdio
does not bid him God speed. Judge
Fort will soon retire from the judgeship
of this circuit to enter a new and a
broader Held of labor, that of railroad
commissioner of the great state of Geor
gia. Wo at once acknowledge tho im
portance of tho oflice, and tho stern
duties therein imposed and in tendering
his services to tho state we take * solaco
in the thought that, ho is a ripe jurist
and that his keen sense of right, and
w'rong will over stand as a barrier be
tween him and error; and those techni
calities of tho law which would become
obstruce ho will solve with credit to tho
office, distinction to himself and to the
honor of tho great state of Georgia, of
W’hieh ho claims his citizenship.
Therefore be it resolved by tho grand
jury of Sumter county that in tho rotiro
inentof Judge Fort the circuit looses an
able, wise and bcneficient judgo.
Be it also resolved that wc bespeak
for him that samo success in his now
field of labor that has attended him in
his past efforts.
We request tho publication of these
presentments in tho city paper.
