There in no cauae for surprise in the late dispatches from Chill, relative to the sentiment of the so called Insurgents towords our government. It would be surprising if the three millions who con stitute the congressional party had not been embittered by the action taken in the Itata affair. Few Americans will read without feelings of regret aud self- reproach that “they have nailed In the hearts of three million men sentiments of having been deceived in their hopes add of having lost faith In the nobleness of mind and liberality of seutimeu ts of the government at Washington,” aud that the Washington governinen is re garded as having taken sides “against weaker power in arms for liberties and rights.” There is a chivalric sentiment deeply implanted in the breasts of a liberty' loving people which causes them in stiuctively to sympathize with any peo ple that is struggling against oppression, It Is diflicult to understand the merits of the civil war in Chili, but Is well under stood that one party is led by the mill tary dictator, Iialmaceda, while the other supports the Chilian congress, One one side is the executive branch of the government aud on the other the legislative. The congress is certainly more representative of the people than tiie president aud his cabinet. Vet the congressionalists are recognized Washington as insurgents or rebels, and are treated as such. Is it right that our government should assume such an atti tude? Italmaceda’s attitude toward the ChU ian congress seems to have been much like that which Andrew Johnson as sinned toward our congress soon ftfte his accession to power, one of stubborn opposition. Johnson intimated that being geueral in chief, as he was nom inally, of the United States army, it lay in his power to proclaim himself dicta tor and dissolve congress. If lie had possessed the boldness of Ualmaceda, and if he had had such people ns the Chilians to deal with, we should proba bly have seen our couutry torn asunde Johnson might have had the controlled the treasury, ami a portion of the army and navy might have sup ported him. Hut the majority of the people would have adhered to congress ami the nation would always have thought hard of any foreign power that might have treated the congressional party os insurgents and given aid and comfort to the usurper Johnson. This suppositious caso may not he al togetbor analogous to the situation in Chili, but if the contiict lies between adherents of congress on the one hand aud those of an arrogant president on the other, as is manifestly the case, the people of the United States will not countenance any overt acts on the part of our government expressive of syinpa thy with Ualmaceda. The Harrison ad ministration is trying to make the pe< pie believe that it is wedded to a bold foreign policy by its bullragging of other nations, but it is careful not to venture beyouri the danger lines. Tho affair with Chili will for tho present cost little moro than the coal cousumed by tho Charleston, but it will give rise to a desire for retaliation on the part of the Chilians which may cost this couutry dear in the future. It must appear somewhat ridiculous hi foreign nations that one of our host war ships'—one of our boasted fast cruisers— should have been dispatched four thous and miles after a Chilian supply ship, and tlion should have failed to overtaka her. It is generally regarded abroad us an ostentatious display of our nowly ac quired naval strength. That a Chilian vessel should have been loaded with military supplies at San Diego, and should have made good her escape, while the Charleston was lying at San Francisoo, was calculated to cast ro- proach on our government for Its lack of vigilance, but in pursuing the escaped vessel four thousand miles over the high seas it has displayed a ridiculous excess of euergy. Tho affair will probably lead to no good result, while it will increase the 111 will towards the Uulted States which has long beeu manifest in Chili. Accokiunu to a brief but excited dis patch from Albany a blast of gigantic proportions will take place at Callahan’s New York quarries at South Bethlehem next Tuesday that will give, the whole state a shaking up. It is an interesting yet troubousi fact that the watermelon crop, like the peach aud vegetable crops, has its vexa tious vicissitudes. A w atermelon crop, for instance, that wasn’t killed off by tiie frost, or drouth, or the rain, or the early agricultural editor two or three times before they begin to appear iu the market, would be a measly kind of a watermelon crop, and would no doubt be ashamed of itself for its irregular and unusual behavior. About tills time of year, however.it becomes necessary for tiie voracious chronicler of actual facts to remark that the melon crop is all right. Having been utterly ruined several times in the most natural and becoming manner, in exact accord with tiie agricultural sensation alists’ wishes, the watermelon crop has begun to be harvested in tiie most pro ductive manner, and is now appearing iu carloads in our markets. Never before, tiie farmers tell us, has the crop been so abundant. The vines are luxuriant, and and the deliglitfnl fruit is large, juice ful, fragrant and refreshing. The Times-Recoiuiek takes pleasure in recounting these facts. It is good news. It is good news for the “culled” citizen, who buys tiie watermelon and revcletli therein. It is good for the truck gardener who raiseth tiie palatable bulb and finds a ready sale. It is hope ful news for the aspiring young disciple of Esculapius whose practice isn’t all he could wish. It is pleasant to the ears of the druggist, who forthwiHi puts his night bell in repair and expects fre quently to be aroused from his dream of dull trade. It is happy news for everybody, in short, unless it be our esteemed rural editor, who may be put to the painful necessity of accepting John Smith’s last, two years’ arrearage of subscription in a cartload of melons that lie can never hope to devour.
