minds of Christian peoplo is the foot

IMPATIENT WITH IIOVALTV.
The prince of Wayles 1ms been hissed
by an English crowd, and the provincial
press, taking its cue from the London
Chronicle, is bulling its thunderbolts at
his royal highness, denouncing him as a
common gambler and repeating with
emphasis the demand of tbe London pa
per tbat the man who aspires to repre
sent Englishmen must bo exceedingly
jealous of his reputation and not one
known as a baccarat gambler and special
ist in gambling counters.
And It is sold that earnest and strong
as the criticism may be, It Is nothing
compared to that which is to follow
when all the Protestant religious bodies
are beard from.
All of this goes to Indicate the impa
tience of tlio English people with scape
grace royalty; but it comes from tbe
lower ranks and In some degree from
“Radicals and discontents,” who might
be suspected of seixlng on an excuse to
attack the monarchy.
Tbe attack ou the princo, however,
has not been condnod to this class. Sir
Edward Clarke, who boldly stated In tbe
prince’s presenoe that he was no better
than Sir Gordon Cumming, is a member
of the Salisbury Mintstery, the solicitor-
general of England, and, by virtue of his
office, one of the queen's advisers.

represents conservative sentiment, yet it
is stated that he recolvod the congratu
lations of bis fellow members of the
bouse of commons; men of all shades of
party shaking him by the hand and
thanking him for the example of courage
he made.
All of this goes to (how that the peo

of the sham of royalty which they sup
port at a great expense.
The popular respect for Queen Victo
ria seems to be about the ouly prop left
to the monarchy.
WHAT DOES THIS MEAN ?
In bln official statement relating to the
Keystone Bank, Comptroller Lacey says
tbe first information he received of the
Lucas defalcation was In a communica
tion from Examiner Drew dated Jan
uary 24.
When Drew was before the Councils'
Investigating committee lie testified that
be got Marsh's confession on January 5.
From this he discovered that the bank
bad been robbed of six L undred thou
sand dollars—a hundred thousand more
than its capital—and tbat Marsh, its
then president, had not only known of
the robbery, but had been trying to con-
ceal it.
Accepting Comptroller Lacey's state
ment that lie was first iuformed of this
on January 24, the question arises, Why
did Examiner Drew wait three weeks
before telling his superior officer that
he had made a discovery which threat
ened the ruin of the hank and criminally
involved its president? Failure to re
port promptly a discovery so important
would seem to bo sufficient cause for
calling Drew sternly to account.
But Drew lias testified that he report
ed the defacation as soon as ho discov
ered it on January 5. Here is Ids testi
mony:

Drew further testified that from that

At last tlio soal question is settled.
President narrison yesterday issued Ids
proclamation announcing that the agree
ment between the United States and
Great Britain for the prohibition of seal
catching in Bohring Sea has been con
eluded and would be enforced against all
offenders, American or foreign. The
prohibition is absolute, except that the
North American Commercial Company
will be permitted to take seven thousand
five hundred seals for the support of the
nntivos.
This arrangement is to last for a year.
It will, to uso the president’s words
“avoid irritating differences” between
tbo two governments and operate “for
the preservation of tlio seal species'
during this season. Meanwbilo the
questions that have been so elaborately
discussed by Mr. Blaine and Lord Salis
bury are to bo submitted to arbitrators,
whose decision will be binding on both
governments and will, therefore, deter
mine tlio rights of each.
The controversy whicii has bcon waged
so long and so earnestly may, then, be
regarded a practically settled—a result
for which tlio peoplo of both countries
aro doubtless duly thankful.

sale of a newspaper because of an able
emanation from tbe editor giving his
opinion on a publio matter, but such
was the case recently in England. Tbe
largest sale of any London paper during
or after the baccarat trial was tbat of
the Chronlale, containing the editorial
written by Massiugbam, fearlessly de
nouncing the prince of Wales. So great
was the demand for the paper contain
ing the editorial that many orders bad
to be left unfilled, though the preaa
worked all day.
At tbe republican state convention at
Columbus, Ohio, Tuesday, the bare al
lusion by a speaker to Blaine brought
forth «ucS a demonstatlon as proved
that be Is still the Idol of that party;
though, strange to say, they bad for
years peraistently refused to nominate
him for the presidency, and when at
last they did so In response to the popu
lar demand, they permitted old Buc:ch
ard with his three R’s to knock him ont
in tbe ffrst round. Some men are too
big ever to to president; such as Clay,
Calhoun and Webster, and Blaine set ms
destined to join the record of that fa
mous trio.
Much regret Is expressed In the many
quarters at the recent changes In tho
Central management, not only becauso
some good men were wholly displaced,
but because certain other good men were
not promoted. Mr.,W. W, Starr was

bet, and should have been mode the gen
eral superintendent, because he knows
more about tbe Central ayatem than any
newly Imported man can learn In live
years,' and has been identified with the
Central from boyhood, while the new

run a railroad, but it knows who aro the

soon have to be recognized.

bales or more will be raised In 1801-02.
With a surplus of 1,000,000 bates from
thb present crop, to start in with next
fall, the prospect of still lower prices
than now prevail, Is very strong, and
some even predict tbat we may expect
to see middling cotton at Ore cento in
interior markets before tbe spring of
1892 closes.
