Empruoii William, of Germany, has
sentenced a lady of the nobility to sixty
days* imprisonment for remarking that
“Ills majesty, the emperor, may kiss my

Arkansas is certainly entitled to the
title, “Tho Whetstone State,” because
the value of the output of whetstones i
Arkansas during tho year 1881) was
920,350 out of £32,039 for tho whole
country.
Since 1821, the foreign immigration
Into the United States has been 15,041
088, or a little more than twenty per
cent, of our present population. Half
of theso aro Germans and Irish in nearly
equal proportions.
Tue Emperor of China doesn’t permit
any lawyers to fool away tho time around
his courts Ho simply orders thebe
heading of “all persons concerned in the
recent riots and massacres,” without
botbeiing too much abjut the share they
had lh the trouble.
Every time tho treasurer counts over
the pennies iu tho b >ttom of tho treas

that “tbero’s money iu the treasury.

If it was all completely exhausted tho
republican oil! joholdcrs would be resi
ing in battalions.
While tho boys arc hiutiing aiouud
town after dollars aud cigarettes the
girls are getting ahead of them in the
educational field by a majority of two to
one. Indisputably tho girls aro pursii
ing the most sensible course. What lit
tle a boy under 15 cau earn is not sufiici
ent compensation for what lie loses by
neglecting his education.
- A correspondent from Montgomery,
Ala., writes that Cleveland is almost the
unanimous choice of tho organized de
mocracy in Alabama. But Cleveland
will not get tho endorsement of the Al
liance, and the Alliance is working as
hard now as if tho campaign for tho next
year was fully on, to capture and control
the democratic organization.
Milledokvii.lk is preparing for the
opening of tho Girl’s Normal and Indus
trial College, which begins October 1,
and is making arrangements to board
200 girls, which number President
Chappell expects to bo in attendance.
Tho girls’ college will tako first rank
among Georgia schools, nnd great re
suits arc expected from this now institu
tion of learning.
8 A van x au is still wrestling with the
time question; and ouco or twice each
year makes an experiment from
standard to sun or from sun to standard.
The Tybco railroad has been trying to
run by city time, while tho managing
line, tho Central, stuck to the standard.
The schedules wouldn’t fit, so tho Tybec
has gone back again on the city’s inde
pendent local time.
There Is a prospect that the stato fair
will not bo held iu Macon this yoar. The
question will probably bo settled at the
fair committee’s moetiug in Macou to
day. It is doubtful if it would bo to the
interest of the fair to take it away from
Macon., .That city is Iu tho center of a
rich farming country, and tho people of
that aectiou of tho state have always
takon a deep interest in the fair.
Senator Palmer, of Illinois, will go
to Iowa in a short time nnd make
speeches for Gov. II do* in tho campaign
that will soon bo opened lu tho state.
Senator Palmer Is a staunch old demo
crat who it beloved almost as much by
the people of Iowa as ho is by those of
bis own state, and it is safe to say that
when he Lakes tho stump he will win
hundreds of votes for Gov. Holes.
THEY HAVE DOUBTS.
Prominent republicans of Pennsylva
nia have serious doubts about their par
ty carrying that state next fall unless
there Is a change in leaders. Tho strong
protest against tho leadership of Sena
tor Quay, signed by hundreds r»f repub
licans, shows that there Is a great deal
of discontent in tho republican party of
Pennsylvania.
The republicans lost the state last
year because of the belief that they wire
morally unfit to have control of tho
state’s affairs. Tho republican candi
date for governor did not command the
respect of the peoolo, and his discredita
ble failure in business soon after his de
feat proved that the opinion they enter
tained of him was a correct one.
Tho straightforward and honest men
of the party have never approved of Sen
ator Quay aud his political methods.
They know that tho city of Philadelphia
is in the hands of as corrupt a coterie of
politicians as can bo found in the coun
try. One of the republican papers of
that city, a few days ago asserted that
they wero little, if any, better than
thieves.
And there is another thing that makes
the Pennsylvania Republicans uneasy. It
is Postmaster General Wanamaker’s con
nection with tho wrecked Keystone
bank. He is one of tho Republican
loaders and has had much to do with
strengthening the corrupt political ring
which controls tho public offices in Phil
adelphia. Mr. W.inamakcr has made an
explanation of his connection with the
Keystono bank, but so many things have
como to light within the last few days
which throw doubt upon the correctness
of that explanation that auothcr expla
nation is urgently called for.
Unless the Republican party can get
rid of such leaders as Quay and Wana-
maker it might as well give up all hope
of carrying Pennsylvania. And the
Democrats aro giving the state such
good government that oven Republicans
becoming Indifferent whether their
party is successful or not.—Savannah
News.
LE49 TARIFF AND MORE MONEY.

The Times-Hkcomikii lakes issue
with its contemporary on the statement
made above. Personal investigation
lately made In Wall street Indicates that
money is abundant in tho raonoy centers
of tho East; and undor present condi
tions, tho scarcer monoy is outside, the
more plentiful it Is there, fn fact, tbo
oue condition is prodncod by tho other.
It takos nearly the entiro volumo of
outstanding money to pay the annual
import duties to tho government; and
when it gets into tlio Treasury, it drifts
into the monoy centers instead of tho
rural district; and thero is no way for
tho masses to get hold of it again.
Suppose tho volume of currency was
uadruplcd to-day, how long woidd it
he beforo the whole was again in tho
Treasury, collected as imports ?
We must go to tho root of tills ovll
nnd stop oxenssivo taxation if wo expect
tho people to kcop any of tho money

The Times-Recoiidkb, whilo rccognl
sing tho necessity for more money, still
Insists that tho tariff question Is para
mount to tho silver question, because no
quantity of money, liowovor groat, can
help us, so long as it must nil flow back
into tho Treasury in a short time in tire
shape of robbery tariffs.
THE RAILROADS AND THK I-EOPLE.
The Atlanta Constitution Is in for tho
war. Yesterday i t gave furtlier develop
ments of tho conspiracy by which the
railroads advanced eoal rates; and which
the Western A Atlantic refused to join.
Thelino indicated several days ngo by
The Times-Recobdeh, to liavo the
Legislature take bold of tho question is
favored by the Constitution, and Major
Campbell Waliaco advooates the samo
process.
The railroads liavo thrown down tho
gauntlot to tho people it would seem,
and the issue is about to be joined.
There seems to be no question that the
raising of coal rates just before the
Legislature mot was aD act of defiance
and intended as such; tho roads ap
parently regarding themselves as in a
position to nullify anything tbo Georgia
Railroad Commission or tho Georgia
Legislature could do.
The ailiancemen of Georgia vlrtually
constitute the present legislature: and
the issue is in reality the railroads
against the Alliance. An opportunity is
now presented to the ailiancemen in the
legislature to demonstrate their wisdom
and justice, with as much moderation
intermingled as the aggravated condition
of affairs will admit of.
Georgia expects the legislators to do
their duty; and unless The Times-Kk-
coiiiikii is mightily deceived in the staff
of which the majoiity of Georgia’s legis
lators aro made of, the encroachments
upon tho rights of tbo public begun by
tho unjust raising of tho coal rates,
already too high, will bo summarily
dealt with.
Chah. 8. Kixosueihiy, of Oates,
Ktngsbcrry A Co., Atlanta, lias been ap

Ryan'. Sons, and the business will he
wound up as rapidly as posslblo. The

Instead of gelling the lion's share of tho

MAJOR CAMPBELL WALLACE.
There Is not a man In Georgia to-day
that for the wisdom that comes of ripe
experience, can ho compared with Major
Campbell Wallace, late chairman of tho
Ocorgia Railroad Commission,
His utterances on all public question,
command at all times the most unbound
ed respect from tho people of Georgia,
and especially upon railroad problems,
are bis views sought and adopted by
those who know tbo value of his ripo
judgement and wide observation.
Laden with years and honor, univer
sally loved and respoeted, blessed with a
fortune in bis old age, after a long life
of hard work more for others than fer
himself, ho is in public and private
character, a model fur young men to
study aud to follow. May a decade of
years be yet added to tho four score that
already crown his well rounded

THE THIRD PARTY OR NOT?
Editor H. C. Brown in tho last issue
of the Farmors' Alliance states that that
paper has no authority to advocate a
movement towards a third party. Ho
says:
"Allow mo to say tho Ocala conven
tion had under consideration tho third
party moveme nt, and did not approve of
it nor did thoy authorize any alliance-
man to advocate It as an allianccman.
Neither lias the Georgia stato alliance
passed upon this momentous question.
Therefore tho Southern Alliance Farm
er has not in any way been authorized
to favor a third party move.
"Tho timo may como when tho stato
and national alliance will tako action on
tills matter and until that is done it will
bo tho policy of this paper to continuo
to educate the people upon the demands
of the order, and endeavor to persuado
ailiancemen to stand together as a unit
for relief.
"Let tho third party move as inaugu
rated at Cinci nnatl stand ono side at
last until wo are authorized to express
our opinion for or against it
"There are somo on tho outside who
are very anxious to havo us, as the offi
cial organ, lead in a third party move
ment, but the state allianco in making
us Its official organ gave us no such
power."

expected. Objections wore raised by
the attorneys of Kennedy, Todd & Co.,
of New York, who took a certain
amount of tint bonds of tho roa I, nnd
were to take more if tho U Join t on lease
went through. - It was a more techni

Judge Miller considered the obstacle
sufficient to stop the matter until next

It. Then it may go over until Saturday
