Tue prohibitionists won the light in
the whiskey contest in Athens by
small majority Thursday.
The Times-Recoriier force will take
a day off to-day and no paper will be Is
sued from this office to-morrow.
The Georgia legislature should give
its attention to the railroads at the
opening of the session and keep it up
until the rates are reduced.
What has become of the board of
trade which was agitated several weeks
ago? Americus should have one, and
her leading business men should see
that it is organized at once.
The Thomasville city council has put
a tax of #300 upon dealers in cigarettes,
and it is useless to say the business will
be closed up in that city unless the boys
can get up a blind tiger for cigarettes,
The race riots out in Washington indi
cate what has always been contended,
that the race antagonism is really much
stronger among Northern than among
Southern people. If negro laborers go
in large numbers to the Pacific coast
country they will be treated as the Chi-
nese were.
The Democrats of Iowa have deserved
success In nominating Gen. Boise for re-
election. It was he who for the first
time in a generation redeemed that state
from the firm grasp of the Republicans,
and his conduct in office has been such
as. to commend both himself and liis
party to Jhe favor of men who desire
good government.
Louisiana is the only state in the
South and West not more or less excited
over the sub-treasury and third party
Issues. The lottery question there ob
scures all other issues. It is a question
of money vs. morality. The lottery, If
re-cbartercd, will pay the state a hand
some revenue that must otherwise come
out of the pockets of the tax payers,
Secretaby Foster says the Farmers’
Alliance movement is “a spasmodic
eruption.” That was probably Mr. In-
gall's impression when the Alliance
spasmodically ejected him from public
life. But, spasmodic or not, the move
ment is for the present a factor of conse
quence In American politics, and the
politician or statesman who lightly over
looks it must reckon with it in the end.

organization of Democrats Is timely and
should meet an energetlo response all
over the country. ,A thoroughly organ
ized army can tight with greater effect
than a mob loozoly hung together. The
Republicans have a very complete or
ganization and the Democrats must or
ganize, too, before the great battle of
next year takei place. Now iz the time
to begin the work.

pear before the court on Monday and

not dead, and that the suoceas of the
Bourbon Republican party In 1893 would
revive the menace, was not nntlmely.

A BANKRUPT TREASURY.
It is easy enough, of coarse, to assert
that the treasury is not bankrupt because
it has sufficient credit to borrow money,
but, while it is hardly worth while to
dispute about terms, bankruptcy is
simply a condition which is incompatible
with the meeting of pecuniary obliga
tions.
In round numbers the treasury is short
about #800,000. It is true that it has
aOoiit #20,000,000 in fractional currency,
hut tills amount cannot be nsed for the
payment of large drafts because It is
legal tender for only very small amounts.
Then there is about #23,000,000 in tile
national bank depositories, but this
amount is a small working balance for
an institution like a government con
trolled by a political party that is squan
dering a billion dollars in two years.
Moreover, the treasury is liable to be
called upon to use all tills sum for the
redemption of the Dotes of the banks.
In other words it owes it all to the
hanks.
Therefore the government is now in
debt at least #800,000 which It cannot
pay. Its income for this month will be
less than its expenditures. Is not this
bankruptcy? The Barings received loans
which enabled them to pay their debts,
hut they were nevertheless bankrupt.
Of course the government’s credit is
good, and It can borrow at a low rate of
Interest, but it cannot borrow at all until
congress meets. If a private business
man were In this position he certainly
would be doclarod insolvent. The gov
erinent is not ruined simply because the
people are too rich and patriotic to let It
suffer fatally from the wicked extrava
gance of a Billion Dollar Congrcsa. But
for the moment Its treasury is bankrupt
because It has been looted of every avail
able dollar.
FARMERS AND POLITICIANS. .
It is apparent that some of the poli
ticians In the northwest are decidedly in
need of a little ealm-mindedness. a care
ful scrutiny of facts and of a good doal
more courage than they possess.
It is perfectly plain, for example, that
the farmorsof the northwest, no matter
what may he their opinions on the silver
question, have no desire to push - It to
the front either this year or next. They
recognize find assert that the great evil
from which they are suffering is the un
due bufden of taxation Imposed upon
them by the McKinley tariff law. In a
recent convention in Missouri it was dis
tinctly declared that all other Issues,
Including that of free coinage, must
give way to the more pressing tariff is
sue; that tho first duty of the farmers is
to change the policy of the government
which compels them to sell In the
cheapest market and buy In the dearest.
Hardly a leading man of the Farmers’
Alliance desires ,to risk tariff reform by.
making free coinage a present political' 'politician,
issue.
Only timid politicians aro raising the
question, and If political conventions
could be composed of the men whom
tie politicians fear platforms would be
better than they now promise to be.
THE NEW DEBT.
The pension list of the Vnlted States
on the 31st of May contained <130,311^
'names. This exceedr by 133,000 the
peaco establishment of the Germain
army.
The cost of the pension list for this
year will be #130,000,000. This exceeds
by nearly #30,000,000 the cost of the great
standing army of Germany.
The pension disbursements on this
basis represent a public debt of over four
thousand millions of dollars at 3 per
cent. Tho highest point ever reachod by
the bonded war debt was only two thou
sand seven hundred millions.
After twenty,fire years of debt-paying
unexampled in the history of nations,
the United States are now burdened
with #17,000,000 more annually for in
terest on the war debt and for pensions
than they were In 1800.
The Memphis Appeal-Avalanche,
speaking of the reported declaration of
Governor Buchanan that Cleveland
could not carry Tennessee If he should
be nominated for president In 1802, says
“The truth is that at any time since the
last campaign—to-day, to-morrow, six
months hence,.or in 1892—Grover Cleve
land can carry Teunessco if he receives
the democratic nomination, and by a
larger majority than any man living, not
excepting-our excellent Governor him
self. True It is that a few prominent
democrats have lifted np their voices
and pronounced against u'evefand’a
nomination. These would be bellwethers
are always hcs.u from about this stage of
the proceedings. Tbey are the political
Timons, who are never agreed unless
when disagreeing with the majority of
their party. True it Is that a few news
papers of more or less pretensions, that
borrow their Ideas and opinions from the
first and loRdcst talkers, have taken up
the gruesome threnody and echoed it
with appropriate gravity. True it Is that
Tray, Blanche and Sweetheart, those
satellites that revolve around each jour
nalistic planet, have taken up the refrain
and given it voice and volume. All this
Is true, but the fact remains that the
masses of the democracy prefer Cleve
land to any other man In America, and
will rally to bis support as one man.”
Mb. Sol Hass, traffic manager of the
Richmond Terminal, is dodging the Issue
made by the Atlanta Constitution, and
(he indications now are that Mr. Haas
not stuck strictly to the truth tn regard
to the raising of the cost rates.

In every department of the Federal
Government, tho Democratic Adminis
tration stands out In such bold relief
and favorable comparison to the Repub
lican, that the contrast is both entertain
ing and instructive. Take the Pension
Bureau, for instance.
During the four years of Cleveland’s
Administration tho Democratic Commis
sioner of Pensions, General John C.
Black, kept that important department
so free from abuses that not even an op
position journal could find anything
that could be said against its manage
ment. Ilow is it under two years of Re
publican rule ? One commissioner re
moved for gross abuses of his position,
and his successor already stands in tho
shadow of a disgrace that threatens to
drag with it the administration itself
So it is with nearly every department
of the government—with the notable ex
ception of Mr. Blaine's portfolio. Noble
Is an acknowledged failure, Proctor
nonentity, Tracey a man every
mediocre ability, and Foster a machine

The Nashville American seems anx
ious for a lawsuit with Missionary Mc
Dowell. It not only invites him into
the courts, but urges tho public, which
McDowell has asked to suspend judge
ment, to also demand that he bring a
legal action. Not satisfied with this, it
adds:

we wish to do.
We have given Mr. McDowell the

cording to law and by competent evi
dence whenever Mr. McDowell chooses
to give us a chance.”
So far as the people of Mississippi are
concerned, wo don’t believe they will
care to hear any more from McDowell,
whatever explanation he may be abie to
make.
A man who can even be suspected of
such things as those of which McDowell
stands charged, cannot, to Mississppi-
ans, attack the character qnd record of
£0 true and tried a Democrat, and so
able a leader as Senator George.
