SHAW The city council held Iti regular meeting yesterdoy afternoon at 4 o'clock. The flret business in order was the case of Ranee Turner, who appealed from the decision of, the mayor Iti'hli eaae about a week ago. Alderman Wheatley tock the cha'r, and listened to a number of witnesses, all of whom testified that it was an ev ery-day drunken row among colored citizens, and that it was impossible to tell much about who started thediflicul ty, or who was to blame. The action of the mayor was sustained, and the line of 85 and costs, or fifteen days on the streets, still stands against the appellant, Ur. Turner. In connection with this case, Aider- man Wheatley later during the proceed ings, offered a resolution that a certain witness be ordered to appear before the council at its next meeting and show oause why he failed to answer a logal subpoena. This matter out of the way, the mayor took the chair and the regular business proceeded. After the reading of the minutes of the previous meeting, which were cor rected in gome unimportant detail and then adopted, reports of committees were called for. Alderman Birins, chairman of the special committee, appointed at the special meeting, last Tuesday, for the purpose of finding out the legal status of the street railroad company as to their right to encumber our streets with a useless plant, reported progress, and stated that the city attorney requested more time to thoroughly look Into the caso. The city attorney was given an other week. Alderman Bivins, chairman of the finance committee, reported that, in liia opinion, numerous burials of still-born Infants In the colored cemetery looked very suipicious. He had been informed that many of these so-called still-born Infants were very heavy to be what was claimed for them. He was In favor of the mayor appointing some physician to examine Into this matter and report, In duo timo, to council, at the expense of the city. Alderman Williams thought the idea a good one, and was also in favor of some physician looking into this matter. The fact that a very large number of still born Infants were reported as coming from the colored population of this city during last year looked to him as if there was something wrong. He hoped that council would give the matter some at tention. The mayor was authorized to have some physician examino into similar cases In the future. Alderman Wheatley, chairman of the committee on lights, reported that tho tronble heretofore existing as to the lighting of the otty had been remedied. Everything was working smothly at present, and he thought there would be no further complaints. Alderman Davenport called attention to what appeared to him oxccsslvo charges for horse foed for the 'animals owned by the city. Referred to the committee on streets. A petition from L. B. Ritter, landlord of the Hawkins House, was then read. After the reading of the petition, Ur, Ritter, who was present, was invited to take the floor and make a statement to council. Ur. Ritter stated’ that be took the hotel some nine nr ten months ago, and agreed to pay the retiring landlord very liberal Increase over the rent he was paying the owners of the property. He would never have agreed to do this had he known that the city license bad not been paid by his predecessor. When he took the hotel, two months at least of the curront year had expired, and he, of course, supposed that all such claims were prdd in advance. It seemed to him that the claim of the city should be paid by the heirs of the man who had the hotel the first two months of the year. There was nothing said to him by anybody about license, and he thought, of course, that all such bills had been paid. After some discussion, the petition of Ur. Ritter was rejected. The mayor then brought up the matter of proper machinery to give this city a good and sufficient supply of pure water. He called attention to the fact that our city Is supplied with two artesian wells, and that another is needed. To bring about the best results, the mayor thoifgbt it would be wisdom to secure the best kind of a pump. He had given the mat ter some-considerable attention, 'and ad.ocaled securing what could be de pended on to do the work in a most sat isfactory manner. The only question was how to raise tho money to pay for a first-class pump. Alderman Wheatley thought that an-, other thousand dollars, In addition to the cash on hand for that purpose, would put onr water works In flrst-olass condi tion. due, and he thought there would be trouble In securing sufficient money. Ho final action was taken at this meet ing. The matter will come up again next Monday. Alderman Blvina presented a resolu tion to the effeot that a committee of, T 1 , three, consisting of Aldermen Wheatley, LiUnieSt, I? lDGSt Davenport and Williams, be appointed to Interview The Times-Recobder as to the terms on whleh that paper would publish the full report of the proceed ings of the council. This resolution was adopted without discussion. Alderman Davenport, ohalrraan of the committee on fires, reported the Schumpe?t and Montgomery building aa dangerous and unfit for occupation.
