THE GREAT COMMISSION.
Not content with having just put upon
the railroad commission the wholly un
necessary additional burden of regulating
express, telegraph and sleeping car com
panies—the commission already having
at much to do as they should do at the
salaries received—the Ure-eating Berner
of Monroe, whose ambition in life is to
go down to history as the great railroad
destroyer of the ago, is the author of a
measure which, if passed, will put the
railroads of the state almost entirely un
der the authority of the commission.
Tbo object of the hill is to give the
railroad commission supervision over
the sales, leases and contracts alfectin;
railroads In the state, and to authorize
itto Institute proceedings to set aside
Illegal sales, leases and contracts, and to
fix a penalty for violations.
The hill also provides that before any
railroad may make a contract or issuo
bonds, they must be submitted to the
railroad commission for approval, with
out which such contracts or bonds shall
bo void.
There is now only ono more step to
tako, and that is, cancel all charters of
railroads In the state, soize their proper
ty bodily, and Lave tho state operate
them for tho benefit of the public.
If Mr. Berner’s bill becomes a law,
the state will virtually operate the roads
through the commission, tho railroad
officials will be merely clerks, and the
stockholders of the railroads will be
without any rights whatever.
No greater outrage against the rights
of property wae ever sought to be per
petrated than la contained in thle bill,
wbloh utterly ignores tbo fact that' rail
roads are private property, bnllt and op
erated by|corporatlone for profit, and the
incidental accommodation of the pnbllo.
It the object of this measure was not to
wreck every railroad In Georgia, It would
have been put in the shape of a bill for
the atste to purchase and operate tho
roads for the benefit of the whole peo
ple, and thus relieve the stockholders of
any lota or trouble in the matter.

do great damage, as the weed is yet ten

While a few legislators recognize the
fact that our aupreme court la the moat
overworked and under paid body of men
of their ability In the world, and there
fore ahould have some relief In the way
of an increase of their number, there
are other legislators wbc want to in
crease the already heavy burdens laid
upon this tribunal. Such for instance la
the measure of Mr. Lewis before the
house to compel the aupreme court to
hear cases on their merits,regardless of
whether the highest ccfurt of appeals
really baa,under the law any jurisdiction
of the matter of nppeaL His bill guar
antees the right of hearing In the ease
of bills of exceptions. “Many of these
hills are now dismissed by the aupreme
court," said Mr. Lewis yesterday,
"Without even givlng'tbem an Invest!-
, gallon. This la not right. They ahould
all bo given a hearing, and my bill pro
vides that the aupreme court shall be re-,
qulred to give all these bills a proper In
vestigation. Tho matter la Important,

preme judges would have to be increas
ed to a dozen; and yet many of the men
■who would favor Mr. Lewis’ bill will
vote against the proposition to Increase

that tbe Alliance In Kentucky, as In

and that it must not be Ignored by the
