Although be counts the fractional silver coin in the treasury as part of his available caah balance, no body knows better than he that this money la not a legal tender, except In small auma, and he bad the United Statea trestorer prepare and tend out circular stating that banks and other Unsocial institutions and alao postoffices will bo furnished fractional allvor in sums of $200 or more by express free of charge, or by registered mail in sums or multiples of $00. This is a rather costly method of getting the eighteen or nine teen million dollars of fractional silver into circulation, but the money is of no use to the treasury now, except to swell on paper the total “available" cash on hand, and he probably realizes that something must be done, as already about half of the four-and-a-half per cent bonds have been presented for re demption, although it is but little more than two weeks since they became due. Mr. Harrison is finding his tussle with the big men of his party over the dis tribution of the rich plums now at his disposal, a far more difficult undertak ing than at the beginning of his admin istration, as every enemy made now will count in the nominating convention next year. It is stated that Attorney General Miller lias been compelled in self defense to acknowledge to an In- diaua republican that the rumor of his retiring from the cahlnot to accept a place on tho now circuit court bench was true. Tho man wanted the appoint ment himself, and asked Miller for his support. After this tho republicans arc not to liavo it all their own way in Ohio, as they havo seemed to do for awhile Bince their campaign has been in full blast and their speakors have been industri ously pushing asido the tariff question. Bat now all this Is to bo changed and the democratic campaign, just opened, Is to be made an aggressiva ono. Mills, who makes his first speech in that state to-morrow, will be followed by repre sentatives Crisp, McMillan, Hynum, Hatch, and other members of the house, all loaded to the muzzle with facts con cerning the billion dollar oongresa and the Iniquitous tariff, that la dally mak ing the poor poorer for the benefit of certain favored elasaes. Secretary Tracy baa been trying to ex plain why It la that only old and sorn- out wooden vessels are in the Asiatic squadron which Is supposed to take care of American interests in China. Ills explanation Is just about as satisfactory as those made by other members of the cabinet about certain other queer things. Naval officers know why our new Iron clads have boon doing tho seaside sum mer resorts while the old wooden vessels have made the United States the laugh ing-stock of the naval officers of other powers which have first-class vessels In Chinese waters. It Is Ibecauso the offi cers on tho now vessels all have a“pull,“ and they do not regard assignments to the Aatatlo squadron as desirable. The Virginia republicans appear to be very much in earnest in their fight against cx-Senator Maliono and ills scheme of throwing the republican votes to farmer*’ alliance candidates for the legislature this year. A meeting at which seventeen counties were repre sented was held in Washington this week, and a call for a mass convention, to be held at Roanoke on October 1, has been issued. That convention will, If It follows tue programme arranged by the anti-Malioneitcs, depose Mahons from the state chairmanship, and name a com mittee of one hundred, or n lesser num ber, which shall have [exclusive control of tbo party Interests in the present campaign. Ex-I’resident Clements, of Georgia, is believed to have the Inside track for ap pointment to the Inter-State Commerce Commission to succeed tile lato W. I.. Bragg, of Alabama. Mr. Clements made many personal friends In Washington whllo a member of the house sub-com mittee on appropriations for the District of Colombia. The newspapers that praised Secre tary Foster for his stand against nepot ism, In refusing to sanction the appoint ment of tho tons of Assistant Secretary Crouse and Treasurer Nebeker to ho their fatliers';private secretaries, were a little promature, as both appointments have been made.
