THE WORLD'S FAIR.
Governor Tillman of South CRrolloE
recently published * cill for » conven.
tion of eII persons who ere Interested In
the subject to meet at the Statebouse In
Columbia to discus* the best method of
raising the necessary money and of or
ganizing efforts to insure the proper rep
resentation of South Carolina’s indus
tries, resources, etc., at the Columbian
Ezposltion.
It is a great pity that the Southern
States generally cannot be aroused to
the importance of making a proper dis
play at this great World’s Fair, where
The highest tux ever known in Geor-
gin, in a time of peace, comes at an
awkward time—when the people are
least able to bear it.
Editor Larry Gantt—than whom,
after all, there is no more popular news
paper man in the state—is a very sick
man. Ills lungs are troubling him, and
be has had several hemorrhages.
The only decent thing the Legislature
did was to vote a liberal appropriation
for pensions to the Confederate widows.
Let this little oasis in the desert of gen
eral folly be remembered to their credit,
The Czar was scared the other day by
a kodak. The fellows who take snap
shots at czars usually do the business
with bomba. Alexander took the kodak
for a new kind of nitro-glyceriuo recep
tacle.
The Georgia Legislature tried to pat
tern after the late billion-dollar Con
gress, and will go down to history as the
body that did more of nothing at all than
any Legislative body that has sat since
the Loog Parliament.
The Montgomery Advertiser corrects
the report attributing to Gen. Joo
Wheeler the purpose of running for
Governor of Alabama. It says that lio
la not a candidate for Governor and baa
no idea of entering the race.
The legislature has passed one bill In
which all Georgians are interested. It
Is the bill the people will have to pay,
and the largest one that has been passed
by any assembly in Georgia since the
war. This is reform with a vengeanco.
Gladstone broke all the life insur
ance estimates of the duration of exist
ence by surviving the Tory and Homo
Rule leaders in the Commons. Smith
was sovcntcon years younger than Glad
stone, and Parnell had lived little more
thau half ra long as the Liberal leader.
Wooducll and Claflln are coming
back to the United States to lecture.
The once fair but faded Victoria says
she is going to deliver fifty lectures for
$50,000. If she will only give timo
enough for tho raising of a popular sub
scription she can got n great deal larger
sum for staying away.
the people of the earth will be assem
bled to see wbat has been accomplished
in the Western hemisphere. The legis
latures of the Northern and Western
States have made liberal appropriations
for tlie purpose, and if the South is not
represented there as It should be, the
niggardly displays of Southern resources
will be taken as proving all the misrep
resentation of tnis section that has been
made by its enemies.
The people of the South have always
paid too little regard to material ad
vancement and have neglected such op
portunities ns the World’s Fair will af
ford, wliile the North lias grown rich
and powerful by pursuing an opposite
policy.
It is to be hoped that the convention
called by Governor Tillman will result in
a practical movement, and that some
thing of the same kind may be done in
all the Southern States.—Age-Herald.
Senator Gorman, who Is so thor
oughly alivo to the situation, declared in
a speech in Maryland last week that the
force kill is still an issue. “The bill will
will come again,” said he, “if Harrison
is re-elected. Do not mistake the signs
of the times. Massachusetts had Lodge,
who Introduced the bill, as chairman of
its Republican convention; its resolve
was the force bill. Ohio and every Re
publican state that has acted are for it,
The Republican party is irrevocably
committed to it; their very existence de
pends upon it. That question is above
taxes and extravagance; it determines
the question of the continuance of the
form of government under which wo
live."
MODERN GEOGRAPHY.
TbE Columbus Enquirer, In comment
ing on tho defeat of the Horner bill In
the upper house, says: “Tho old relia
ble Georgia Senate has many times in
the past saved the state from reckless
and harmful legislation, and It Is a mat
ter for publlo congratulation that tho
present body bat carried forward the
tradition.”
Hon. Gazaway Hartridoe as quoted
by tbe Savannah News, believes that the
people of Georgia have soon tbe lost of
legislation against railroads. The law
makers recognize that there is no neces
sity for it and only has the efloct of de
predating securities. A conservative
course, he thinks, will heicaftor be fol
lowed by the legislators.
Madame Barrios, now of Now York,
the beautiful wife of the lato President
of Gautemala, is reported to be about to
many Senor Rocca, a Spaniard. She Is
about 30 yoars old, lias only nine chil
dren and seven million dollars. Senor
Rocca Is 35 yoars of ago, and is one of
the ablest speokors in the Spanish par
liament. Ho Is also very wealthy.
Up in Tennessee the Allianco leaders
have put a question to some of those
Democrats who speak of turning them
out of the party that is in a degree per
plexing. They say: “Wo will support
the nominee and platform of the uext
state Democratic convention, whether
the convention approves or condemns
the sub-treasury scheme. Will you?”
’’’o-day U the day lixcyl for the “Rump
Parliament" of Georgia to tako the
plungo back into the shades of private
life, from which it never ought to liavo
emerged. If this eveut so devoutly to
be wished, and so long hoped for by the
overburdened tax-payers, really takes
place according to schedule, it will bo
about tbo only thing left for which the
people can return thanks in connection
witb tbe record of this body.
Gen. Henry R. Jackson, president of
tbe Georgia Historical Society, will de
liver an historical address in Atlanta un
der the auspices of the Young Men's
' Library Association about the middle of
November. The subject of Gen. Jack-
aon’a address will be “The Wanderer
Case,” referring to the prosecution of
. the owners of the last slave ship that
crossed the Atlantto. Gen. Jackson was
employed by tbe government about the
year 1359 to take ebargs of this histor
ical case, and bis prosecution was so
vigorous that be traced tbe owners of
tbe slave ship to their homes. On tbe
ere of the civil war be found them In tbe
land of steady habits.
.< is::
Ir is now an avowed fact that Mr.
Cecil Gabbett, the late general manager
of the .Central road, will bo connected
witb some northwestern system of roads.
In a private letter to a friend here Mr.
Gabbett said as much os tbe above. He
also stated that the roads of tbe South
were consolidating very fast and pro-
dieted that at no distant day there would
be only one big system of roads down
here. Mr. Gabbett said ho made $30,-
000 on his recent trip to Mexico. He
went down there to inspectand appraise
a system of railroads for a New York
syndicate, which syndicate afterward
bought the property on the report of Mr.
Gabbett.—Montgomery Advertiser.
A ruse of the railroads as monopolists
and oppressors of the people does not
prevent the legislator from acoeptlng a
free pass. The Chicago Inter-Ocean
makes this comment on the action of
the Legislature: "The Georgia Legisla
ture liad a chance the other day of vot
ing on a resolution prohibiting members
from riding on tree passes on the rail
roads. They promptly voted It down.
In the discussion tbe fact came out that
nearly every member was riding freo.
Several of thorn, however, expressed a
willingness to cripple railways whenever
they could ’’
Hon. W. I*. 8At'p (head), Of Chat
tahoochee counly, has made an
army of enemies throughout Georgia.
His bill to mako nowspapers responsible
for anonymous communications, which
passed the houso Monday, cuts off “Vox
Popull,” “Old Citizen,” "Tax Payer,"
“Constant Reader," etc., from airing
their opinions through the newspapors,
and they are not going to liko it. How
ever, the senate has not passed tbe bill,
so old “Vox Popull" may still be happy.
Now Is the timo for Governor Northen
to set tho veto mill grinding, as a Hood
of bills of various grades and degrees of
viclousnoss, which were rushed through
at the last hours, will come up for Ills
approval. Many of tbeso aro of no
earthly value to the state and thorefure
should not bo nllowod to bocomo law.
Let the Governor kocp before him that
“Unnecessary legislation is pernicious
legislation,” and apply the veto without
fear or favor.
