Ramon of n Project to Take tho Life of
the Emperor.
Loxnox, October 15.—Tbe Telegraph’s
Sk Petersburg correspondent says: “A
conspiracy against the life of tlie Czar
has been discovered in Kleff. A print
ing press used in the publication of
seditious matter bas been seized there,
and there is a serious outbreak among
tbe students of tbe university who have
been given to violent speeches. Many
of them have been put under arrest, but
this course has failed to moderate the
prevalent agitation, and tbe spirit of re
volt Is spreading.”
Advices from various points In Russia
state that great masses of peasants are
flocking into the towns from the coun
try districts perishing from the want of
food. At least 65.000 have passed
through Tulnien alone seeking food.
Many are falling by the roadside and
dyfng in their tracks. The wanderers
have no fue.l and the cold is Intense. In
cendiarism and pillaging are spreading.
The destitute Jews, expelled from Kieff,
Astrakan. Moscow and Odossa, are
swelling the ranks of tbe famished thou
sands. The local authorities everywhere
are paralyzed for the want of funds. The
organization of relief committees for the
distribution of com to the sufferers has
been suspended.

There was a serious attempt at revolu

Many of tbe ringleaders of the assault,
Including a priest, have been appre
