Knoxville, Term., Oct. 21. —A sen
sation of a peculiar and startling nature
is extant hero. It was occasioned by
the disclosure of a scheme some noto
rious colored woman had formed to poi
son all the Chinamen in this city.
An abundant supply of the deadly
drugs had b *en purchased and one dose
taken by Hop Wah, one of the intended
victims, but he has been saved by med
ical attention. /
The better class of colored people and
many whites are fnrrons over the affair
and it is with difficulty th it the would-
be murderesses can bo protected.

New York. Oct. 24.—-A post mortem
held on the body of John B. Woodley,
who died in the Flatbush asylum for
the insane, developed a curious state of
affairs. Woodley was a colored man 41
years old, who bad been an inmute of
the asylum for four years. When ho
was working about the grounds his
fellow workmen noticed that he was
continually picking up stones and toss
ing them in the air or putting them in
Ins mouth to chew on. It is said that
he could break an ordinary stone with
his teeth without apparent effort, and
he frequently told his associates that if
he was ever to get very hungry he could
eat coal and live.
About a year ago he had a tussle with
one of the nurses for the possession of a
silver watch rlmm, and becoming al
most frantic Woodley got possession of
the chain, a id. putting it in his mouth,
chewed it vigorously while he ran and
dodged the mtr.»e. That was the last
seen of the chain. It was on the re-
qu-kt of the nurse who thought that he
might regain nis chain that the post
mortem was held. Dr. Fleming, point
ing toward a glass jar standing oil the
mantelpiece, said : "We didn’t got any
jewelry out of him, but if you will look
in that jar you will notice that we got
enough tin, stone, coal and old nails
and otner trash out of his stomach to
stock a toy junk shop.*

Mime Robbery in Ohio,
Dayton. Oct. 24. — Ed Gunckel, drivej
of a hack between here and the village
of Germantown, was waylaid by high
waymen near Bear Creek and beaten
until he became unconscious. The ve
hicle was robbed an l the driver left ly
ing in the woods. The horses got back,
on the pike some time during the night,
and without driver hauled the hack
four miles to the stable in Germantown,
where they were found at daylight.
Search for the missing driver was at
once begun, and h • was found uncon
scious. but wiil recover. The robbers
escaped. f
Tito Hundiin Famine.
St. Petersburg, Oct. 24. — Reports
from the provinces of Sunbirxk and Sa
mara show that the local government is
unable to cope with the prevailing dis
tress, and that relief has not reached
the more remote districts. The work
of distribution is not properly organ
iz'd. Numbers of prosperous persons
are receiving help, while many who are
entirely doitituto are dying of hunger.
A Fever Epidemic.
Lexington, Mo., Oct. 24.—An epi
demic of malarial fever prevails here;
one physician reporting thirty cases, six
new ones appearing m one day. No
deaths have occurred.

Alderman Wheatley offered the fol
lowing resolution, which was adopted:
Resolved, That for the furtherance of the
work in progress on the City Hall, and lor
the batnneedue on the school building, the
sum of four thousand dollars (fi,< 00) be and is
Hereby appropriated. Same to be disbursed
by the building committee, as the origiual
was.
The following resolution by Alderman
Wheatley was adopted:
Whereas, The rapl i growth of the city for
the past several jears, resulting In larg-ly
Increasing the taxable property, both real
and personal, thereby making the ordlnan-
gulutmg amounts for the payment of
Interest on bonds and sinking fund, more,
than is necessary and to that extent burden
some to the people;
Resolved, That without any intention of
.interfering with suid ordinances, thu amount
henceforth counted shall not exceed the
amount actually necessary to par the inter-
estou said bonds, and to establish a sinking
fund for their flnul payment as required by
law.
The following tax ordinance, intro
duced by Alderman Bivins, was adopted:
Re It ordained by the Mayor and City
Council of Americus, and it Is hereby
dalned by authority of the same, that for the
support und maintenance of the public
schools, and to pay the nununl Interest of the
bonded indebtedness of the city, and to pro
vide a sinking fund for the payment of said
bonds at maturity, and to defray the ordln
ary and extroordirary expenses of the city
government, an ad valorum tax of one and
one-fifth of one per cent, be and is hereby
ievlel and assessed upon all species oj
property, both real and personal, within the
oorporate limits of the city of Americus, for
the year 1891.

and City Council of Americas, and It is
hereby ordslned and enacted by the author
ity of the same. That Hectlon 4U2 of the code
if ordinances of the city of Americus, which
S rescribes that it shslt be the duty of the
fayor and City Connell of Americus, to flx
by resolution the time when city taxes shall
beeome due, and tor notlco thereof by the
cleric and treasurer be, snd the same <s
hereby repealed, and in lieu thereof tho fol
lowing section Is enacted, to-wit: /
Ksc.2. Be It farther ordaintd by the au
thority aforesaid, that from and after the
passage of this ord trance, all City tuxesshall
become due and p*v able by the first day of
October of each year, and any toxpaver who
shall nesleot or refuse to pay such taxes by
the 20th day of I ee- rnber of each year, shall
be entered upon the list of defftul ers. and
