special immigration commissioner, who

Russia in great numbers. This is being

been no ukase issued ordering expul
sions of Germans, and they are being

villages have been allowed to elect their
own president. The petty affairs of the
communities have been allowed to pass
through the hands of these presidents
without objection. They have been
permitted to do this nntil last autumn.
After the election an order was issued
that hereafter all persona having been
elected to such positions should, before
proceeding to enter on their office, " kiss
the Rusaiim Christ." All these Ger
mans being Roman Catholics, have nat
urally deolined to do this, hence they
are being debarred from exercising their
time-honored functions because they re
fuse to enter the Greek ohnrch.
"Another illustration of persecution
is this: These communities have al
ways been permitted to build their own
churches and repair them. About the
time the first order was issued, another
came out which required the Germans
to submit all plans of new buildings
and repairs or alterations in old, first to
the holy synod, whioh in these com
munities is represented by the priest of
tha Russian Greek church for approval.
This is the method pursued: The plans
are submitted to the holy synod. If it
is the intention to bnilu a chnrch or
anything costing (300 or $300 the eynod
recommends that a building be erected
coating (2,000 or (3,000. If repairs to
the extent of (100 are required, the es
timates are required to reach (1,000.
This, of course, puts an effectual atop
on anthying like public improvements.

Austin, Minn., Oct. 20.—For the past
two months wolves have inhabited
section of timber land hear the farm
house of Jerrard Jenson, seven miles
east of this city. Recently the family
were terrified by cries from the two
small children, who had drifted into the
woods. The father armed himself and
started towurd them, but before heconld
reach the scene, the brutes had com
pletely torn the little 4-year-old boy to
pieces and were making rapid work of
the little 0-year-old girl. The body of
the boy wus horribly mutilated and the
daughter's right arm and limbs were
badly chewed, but it is thought she may
recover.

lice court Percy Plighmnn, a native of
Baltimore, America, and Arthur Sims
and Frederick Anderson, both London
crooks, were charged with loitering for
an unlawful purpose. Pligbman plead
illty and was committed for trial,
te additional charge was made against
Plighmnn ot forgery on the Hibernian
bank. Plighman was formerly clerk at
Berlin, bnt was dismissed from his post
on accouut of defalcations, and has
since followed a career of fraud all over
Europe.

and in lieu thereof to prescribe by ordinance
the time when all tax returns sh*ll be made,
and for other purposes.

authority of the same. That from and after
the passage or thU ordinance Section399of
the code of ordinances of the city of Amerl-
arhich prescribes that the Mayor aud
City Council of Americus shad by resolution
Ax the time within whleh all tax retuns
shall be made, ana cause the clerk and treas
urer to sive thirty days pttblIc notice thereof,

lieu thereof the following section be enacted:
SBC. 2. Beit further enacted and odalned
by the authority aforesaid, That from ai d

That upon the first day of July of each year
It shall be the duty »f the clerk and treasurer
