Chicago, he says, has done all she agreed to do in the matter, and he denies quite vigorously the statement that this increase is mcejsary because of her failure to keep her promise. "This additional $5,000,000 is neces sary because of a change in the plans and a subsequent enlargement of tbs scope of the exposition,« We wish to make this exposition the greatest the world' has yet seen. ' DIFFICULT SURGICAL OPERATIONS. A Uliilil, Ills* Victim of n Peculiar Mal formation, 1m MhiIo Pretty. Philadelphia, Dec. I.—Bessie, the 10- year-old child of Stflte Senator Graves, of Missouri, Inis just uuilergoue three difficult surgical operations in this city, all oi wiiich hare been successful. The operations were on the ear, mouth and right eye. Tlte two former were per formed by Dr. D. Haynes Aguew, and tbe latter by Professor George E. De- Sweitxeii, of the Polyclinic. Tlte child is a very bright, intelligent little girl, hnt at her birth she was the victim of a peculiar mill formation. The right eye was verv small, hardly bigger than that of a chicken's. This is known in tlte profession ns a "rudimentary ye," and its occurrence is very rare. Some rime after her birth the mdimen- tury eye was removed bv n St. Louis physician, hnt his tqieratioii was not as successfn| as had been hoped, and "ml- cropthuhnus." or adhesion of the con junctive, set in, which precluded the nossibiliiy of the insertion of an arti ficial eye. In addition to this, this child hud nit enormously lnrge mouth, and was ntiable to hear a Round, owing to the fact that inaijilated or hardened wax bad accumulated over the drntn of the earn. Several weeks ago the ohild was sent to Philadelphia by its parents, and is now at thel o ue of Charles Anil, No. 2225 Green street. Dr. D. Haves Agnew was called in to treat the child for cor rection of the'hearing, and to See if ths condition of its month conld be im proved any. The insipiated wax was removed from tbe ears and the little cine's hearing has been completely re stored. The operation on the moutli was a much more delicate affair. The child had what is called in tbe profession an •xtensive fissured mouth. The lips were widelp separated and the openlug was nearly twice as large as that of an ordinary child. The operation was per formed, and consisten of catting and freshening up the edges of the mouth, which healed together nicely, andsosno- jeaafnl has the operation been that the- child's appearance is very much lin ed, ana she* proved, i is really a pretty child. London, Dec. 1.—The Russian Synod of the Greek chnrch has adopted a policy of marked hostility toward tbe German Lutherans, who form an im portant element of the population of the western provinces, and of the Crimea especially.
