eiiftiem' relief committee of Yokohama
has issued au appeal io the people of
the United (States on behalf of the suf
term by the earthquake which occur
red in central Japan Oct. 30. The ap
peal is signed by Admiral Belknap,
commanding the Astatic squadron at
Yokohama, and by the United States
consular officers at Tokio and Yokoha
ma, Regarding the calamity Admiral
Belknap Hays:
"Ah communication ia obtained with
places before nnheard from, it becomes
certain that the devastation and misery
is vastly worse than has been supposed.
In one inonntaiu village, for example,
every individual was either killed or
crippled, ami not one was left to go for
aid to neiglilioring towns. The total
uutnlier of persons leit homeless will
reach half a million. Fields, roads,
dikes, potteries, tools and Bhops have in
manv cases been destroyed, and every
means of livelihood has been taken
away. Everything is lielng done here
that can be done, bnt the people of onr
country, perhaps, do not realize tliut
Japan ia a comparatively poor country.
Under the circumstances tier resources
for giving relief are not adequate. One
cannot hat look abroad for some assist
ance. It is from the United States that
most may he expected. England and
the Continent are strained to relieve
the suffering umv impending from the
European cereal faluiue."

BiltMiNtiUAX, Dec. 9.—Two weeks
ago Deputy United States Marshal Dan
Osburn, in company with a posse, role
upon the illicit still of Ed Yonng,
noted Marion connty moonshiner. In
response to Osbnm’a demand to hold
np bis hands he tamed round like
flash and fired his rifle, the ball striking
Osbnrn and instantly killing him.
Yonng then fled, followed into the
bnshes by a shower of bnllels from Os
barn's posse. The sequel of this tragedy
is the findiug of Yonug’s dead body in
the woods near the Marion, connty line.
By the body was the trnsty rifle and
revolver which the moonshiner had
used in life, and tnoi'e thau once with
fatal effect. Report says that Young’s
wounds were serions, and had been
dressed by a local physician, bnt that
ou the body were sundry flesh wounds
more recently made. This it not con
firmed, and it is beyond doubt that the
outlaw in hiding from the law became
too wenk to go further and died alone
in the forest.
, Murderers Draw Lot,.
Franklin. Tex., Dec. 9.—A negro
named Dnke Hubbard was assaulted at
a dance near here. The coroner'a ia
vestigation revealed the fact that a lot
of negroes, among them Hnbbard,
were gambling, and they each took an
oath to kill whoever of the party shontd
divulge the gnilty. The county attor
ney became aware of the fact that ne-
roes wore gambling, and summoned
Inblmrd, who, under stress, laid the
whole mutter bare. The negroes cast
lots to see who slionld kill him, and
Frank Abbey was the man selected, and
killed Hnbbard by firing on him from a
crack in the door at a dance. Abbey
was arrested, and the officers are after
the others. ' •

police arrested a respectable looking
fellow on the streets who was ou n big
tear mid ont of fnnds. He had been so
liciting dime* and quarters of anybody
and everybody while Uiandliu drank
and was taken iu charge and sent to
jail. He was brought out in theuiori
when bis identity was discovered. His
name is Rev. W. C. Britton, and it is
alleged that he is a minister of Hunt
ington , Peun. The man had been on a
big drank here for several days, when
he was recognized by the pastor of one
of the city chnrches, who took him to
his home and looked him un. hoping to
get him sober. But the fellow got ont
of the window and Hole off down town
where he laid in another supply of pine
top. He was run in and fined. He is
now in jail, where he will be kept until
his fine u paid.

A Women Commit* .Suicide.
Ci.arksvii.lk, Dec. 9.—Mrs. Ellen
Dobney, wife of Dr. E. R. Dobtiey, of
Ringgold, a small place in Montgomery
connty, committed snicide by shooting
herself through the stomach with a re
volver, the ball ranging upward,causing
death almost instantly. Mrs. Dobnev
was one of the beet connected ladies in
this section, and her bnsband ia an emi
nent physician in good circumstances.
For a number of years Mrs. Dobney has
been a confirmed invalid and her dis
ease has weighed heavily on her mind,
canning her to be deepondent nearly all
the time, which is given as the reason
for destroying her life. Tbe deed was
done while tbe lady was alone in her
room, the remainder of tbe famUv be
ing at breakfast, when suddenly a pistol
report sounded through the house. Her
ton rushed to his mother’s side and
fonnd to his horror that she was in the
act of ezpiring before even the smoko
of. the weapon had floated away.

day in September, Labor Day, a legal
