rOOB ROUSE AXD FARM.
The building accommodations for
these of onr indigent population who
have availed themselves of this ohnrlty
are found to be ample for the consider
able number now Inmatee of the Institu
tion. Beyond moderate repairs and the
re-covering of one of the buildings, we
have no recommendation of extraor
dinary expenditures to make.
The inmates ere comfoitably oared for
and express themselves as highly pleased
with the present manager, Mr. Bradford.
The present nnmber of beneficiaries
of this charity Is twenty-seven; of these
seventeen are white and ten colored.
Among the inmatee there are two blind,
one white and two colored. There are
three dek who are given the necessary
medical attention.
By regular appointment divine service
It held once a month.
We commend the faithful services of
the manager of this institution, whose
best commendation, however, la the
cheerfulness and comfort of those under
hit charge.
PUBLIC DUJLD1XOS.
Jail.—We cannot commend the gen
eral condition of tho jail, tybllst tbe
prisoners thereljjjuesalelykept, we
find tbe unitary condition ‘ unsatisfac
tory. The cells should be eoon'red and
the general premises cleaned op. Tbe
blankets should bo washed and tanned.
We find twenty prisoner! Incaroer
ated—all colored. v
The new jail now in process of con
struction will be modern in all respects
—built to secure the reasonable ootn-
lort of prisoners and to secure their ab
solute Immunity from escape. It is con
tracted to completed by July let
prox.
Court House.—Beyond the need of a
little replaitering In places the general
condition of this building is all that
could be desired. We recommend that
the necessary attention be given to 'the
walla or ceiling as Indicated.
We would mention as another and
material exception to tbe general good
condition of the court house the filthy
character of tbe basement. This should
be Immediately gleaned out and disin
fected, and means taken by the proper
authorities to prevent a recurrence of
the nuisance.
COUXTY COURT BOOKS.
The books and records of the county
court were found in excellent order and
of easy reference. Since last May there
hare been tried and disposed of 132
criminal eases and 183 civil cases, or a
total of 26S cases, disposed of in this
court. In view of the early retirement
of Judge Pilebnry, the tense of this
body it, “well done, good and faithful
servant.”
sheriff's books.
We find the eheritTs records well kept
and hie office well appointed. We com
mend this officer and hit deputy, Mr.
Lamar, as faithful and energetie ser
vants.
From the report of tbe sheriff made to
this body it does not appear that any
moneys belonging to the county come
Into hit possession except from tax (I.
fas., all of which thus far (161.40) was
duly turned over to Mr. M. Callaway,
tax collator.
ORDIXABY'S OFFICE AXD BOOKS.
The hooks and records of the Ordinary
are found to be accurate and systematic,
of easy reference and reflecting credit on
this officer.

We highly commend tip neat, system
atic and competent manner in which the
books of the commissioners are kept
We cannot well esy too much in com
mendation of the present able' board,
and congratulate the citizens of tbe
county in having such an efficient body
to manage the revenues.
BO ADS.
The condition of the roads of tbe
cojmty it considered fair. Except in a
few Isolated cates, thereto no portion
1st cause of complaint This result
however, is more attributable to tho ex
cellent weather which hiis prevailed for
the past few months than to any pro
nounced improvement In the character
of the work usually exm aided upon onr
highways. The old pi top system of
repair it etili follows.I with the tame
* lu ' 4 * regularity with which It; was commenced
over 50 years ago. The facility with
which this material may be gathered
and thrown Into a gully and this, in
turn covered with a shovel full of loose
earth makes the method popular and
minimizes tbe labor. If this system of
civil engineering is crude it Is univer
sally understood, so that the reluctant
labor, which ia depended upon for an
Indiipeneable duty, is found to be alto
gether competent for its discharge.
Close inquiry on tbe qart of this body
develops the fact that the county is
practically without implements of any
sort fur road service, and that it is cus
tomary for supervisors to borrow such
tools as a neighborhood might possess,
but not necessarily such as the work
might require.
Under a recent enactment ofjtbe Leg
islature our board of commissioners are
competent to levy a specific tax upon
those of our citizens subject to roaa
duty and to supplement thie, if needful,
by a tax upon property. A sufficient
time since the enactment has not elapsed
for the board to provide such imple
ments at may be needful, nor to organ
lze new methods for tbe work in hand,
though it li a matter for congratulation
that within a reasonably short time we
should have a system Inaugurated com
mensurate with the needs of tbeconnty.
We earnestly recommend tbe adoption
of the new law and Its energetio appli
cation.
JUSTICE OF FEACfc BOOKS.
We And no Instance or overcharge In
tbe records of these officers, though we
find tome instances whera the fees have
not|been entered.* Tbit it tbe case la
books from the 17th, Notary Fublio in
28tb, and also in Justices of the Peace
book In the 27th.
No books were submitted from old
16tb, new 26th and 90th/ We desire to
compliment J. W. Oliver in old 26th and
V. A. Freeman in ISth for the heat and
buelneea-like I manner in which their
books are kept.
TAX BXCEIVKR’S BOOK!.
An investigation of the Tax Receiver’s
books developed the fact that a certain
percentage of lands were being given in
under value. The attention of this
officer was called to thla faot, We con
sider It noteworthy thaf the Instancei of
under value returns were few and the
amount involved ' practically Inslgnifl
cant.
TAX COLLECTOR’S BOOKS.
The reoords of this officer reflect
credit open him for their neatness and
method. Below it appended his state
ment:
Taxable propatty returned 96 890,751.00
State tax to be collected... 86,100.70
County tax to be collected 32,190.70
Chao. J. Graham be appointed to fill,the
vacancy.
PAY Of JURORS.
II Is the tense of this body that the
pay of jurors remain as at present fixed,
viz: Two dollar* per diem The pay of
bailiffs we alto recommend to remain as
at present established, two dollars per
diem, except the riding bailiffs, whose
pay has been heretofore four dollars per
day, and which we recommend be con
tinued.
We regret to find that there is almost
an entire failure on tbe pert of the com
mitting magistrates in tbe county to
subpoena tbe witnesses for the state lu
cases where there ere committals. This
failure on their part retards the progress
of tbe court, and that to at a great ex
pense to tlie tax payers of the (ounty,"

The report of the Clerk of the Supe
rior Court showe that he hat collected
no funds of the county since bis last re
port, nor It there any that he may col
lect unless there should be settled some
old case wherein the jury fee of $8 00
was by law then charged, whloh law,
however, has been long since repealed.
SPECIAL RECOMMENDATION.
A number of children’of school age
living In the county and just beyond tbe
city limits of Americas, and who have
heretofore attended the Americas pub
lic schools, as being more convenient,
have recently been disallowed tbelr pro
rata of (the state’s appropriation under
whatwe regard as an Incorrect construc
tion of the ruling of tbe State Commls-
sloner«of School* In thlwcese.
We therefore recommend ’ that th*
County Board of Education instruct the
County School Commissioner to pay the
pro rata of the school children so sit
uated provided that it la found not to be
contrary to law.
