Congressman Amoi Cummings of New York says of Crisp’s eieotlon: It means for the democratic party the attack and not the defense in the polit- cal campaign next fall. It means economy and not extrara gance in the appropriation of the public money. It means a reduction and ( not an in crease in tsxAtlon. It means a surplus and not a deficiency in the national treasury. It means a thorough investigation of the census and pension scandals. It means free woq], free coal, free binding twine, free eggs, free raw mate- rial and free necessaries of life for free men in a free country. It means general and not special legis lation and as little of it as possible iu the balls of congress. It means a prudent handling of the excessive Democratic majority in the house. It means a careful pruning of the ap- appropriatlou bills under the supervi sion of William S Holman, and other watchdogs of the treasury. It means en early adjournment of con gress in the interests of the people. It means the development of the American navy as a measure of defense, on the line laid down by the first demo cratic secretary of the navy in a quarter of a century. It means a restoration of individual rights on the floor of the house of re; - resontatives* It means legislation confined strictly within constitutional limits, and espeef ally no federal interferance with the elective franchise.
