Heretofore tbe merchant* had to pay demurrage and freight charges If they kept a freight oar an hour over time, or If their freight was not taken out of the depot in twenty-four hours after its ar rival. On this rule the railroads insisted, bnt reciprocity is the rule now, and Col.
