BAILEY & CAMPBELL,
PROPRIETORS,
Washikqtox, D. C , Sept 13.—Sens
tor Stewart's resolution appointing a
oommittee of five to Investigate the na
tional banks In the Interests of the sen
ators was called up this morning.
Penning consideration Mills asked to
be given unanimous consent to speak on
the silver hill Tuesday. Hoar objected,
as such an act would bo in the nature of
a precedent, but be had no doubt the
senator would be permitted to speak by
senatorial courtesy.
‘Senatorial courtesy took the floor
from mo when I had It before,”'aald
Mills, hotly, "I want no more each
courtesy.” Stewart then proceeded to
answer the criticism by Hill on Monday
upon the pending resolutions. He
sketched the old mnbil)er days and said
that scandal bad originally developed
by just sueh an investigation as he pro
posed now. He claimed his resolution a
proper one and launobed out ioto a long
argument on free coinage. Allen follow
ed in favor of the resolution. Thousands
of people believed legislation is influene
ed by personal interest of members.
In the bouse today Denson, of Ala
bama, offered a resolution declaring that,
whereas, the bouse was adjourning from
day to day while the people are demand
tng action, the hound should authorise
the banking and currency committee to
report Immediately on the bill Intro
duced by McLaurtu, of South Carolina,
providing for the issue of $123,000,000
treasury notes for the relief of the peo
ple. This was objected to.
Richardson, of Tennessee, eallwl up
his bill regulating the printing, binding
and distribution of public documents,
and asked immediate consideration there-
IIo argued that this was a privileged
matter. The speaker ruled that the bill
bad no privlleget for Immediate consid
eration.
RIebardson then moved that tha bill
be referred to the house calendar and
then considered.
The subject of modifying the Chinese
ekolnsion set was considered hy the
bouse oommittee on foreign affairs this
morning and a sub committee appointed,
composed of McCreary, of Pennsylvania,
