Evening Times says:
“The mystery concerning the strange
character who was discover* d in the

claims to be an Vmerican citizen, is said
to be well known to Harry Cnlef, who,
it is alleged, was associated with him in
earlv in early childhood, and has trav
eled extensively in this and other coun

batch of news from the gulf coast h*1*Is
new horrors to the already long list of
fearful details that have been received
from the path of the ste.*m.
The damage here, which at first
thought seemed appalling, was hardly a
tithe of the destruction wrought by the
monster as it went on its way to tho
gulf.
That the whole truth will ev
known, is extremely doubtful. Hun
dreds have, in all probaiiility, jierished

two parishes. Plaquemine and Jeff*
are mainly the sufferers.
The severity of the storm was such
that it required a man of the finest phy
sique and in perfect condition to live
through it. The weak ami injured w
all killed, and in the settlements where
the storm was worst not a single
survived and very few women. The
survivors are young men in the vigor
manhood. Not one of them but what
has a terrible story to tell. Not on
what is badly bruised and injured. They
escaped mainly on rafts or logs, floating
for 20 to 00 hours in the water, with tho
wind ut 115 miles an hour howling
around them.

about 20 per cent of the orange trees

At Ship island, previous to tho storm,
seven shijis were loading for foreign
txirta. All of them were damaged, two

drowned.

States quarantine building. At this
this point the fullest strength of the
storm developed, resulting not only in
the almost complete destruction of all
buildings on the island, but in fearfnl

graph company, says:

London, Oct. 5.—The bombardment
at Rio de Janeiro by the rebel fleet under
Admiral Mcllo, continues, but so far
is confined to tho government buildings,
and while the inhabitants are seeking
safety in flight, little damage is done to
the residence portion of tho city. It is
said their flight, however, is more dno to
the reign of terror, bronght about l»v
the lawlessness of the government's sol
diers, than from fear of tho enemy'
shells.

McKinley Would Not Meet Neal.
Findlay, Oct. 5.—McKinley
Neal, rival candidates for governor, ad
dressed large meetings here. Early in
the day Neal, through the Democratic
state committee, dndlengud McKinley
to meet him in joint debate here. The

A special meeting of the city council
wna held last night for the purpose of
assessing the tax rate for the coOcilon
of the city taxv*s, but owing to ths ab
sence of several members of the board
the matter was deferred until Monday
night next, alien it Is expected that a
full board vill be present. .
The total amount of property given In
this year ia f2,433,000. The amount
necessary to defray the'annual expenses
of the city government is estimated at
$50,000, which, with the large amount
to be raised from special Keens# taxes,
can probably be raised by levying a tax
of 1 per cent, or thereabout.
However, the question will be Cnlly
investigated by the council Monday
night, aud the rate agreed upon.
Alderman Burt made a motion looking
to a change in the quarantine eystem
now In force. The expense of maintain
ing the quarantine Is $330 per month,and
this amount be proposed tj reduoe to
about $75 per month, without, in his
opinion; lessening the efficiency of the
quarantine regulations, which he heart
ily favors. This, be thought, oould be
done by requiring police officers, with
the assistance of one special oflloer, to
meet all trains upon arrival and Inspeot
passengers leaving the cars htre, thus
doing away with the service# of three or
four apocial officers now engaged In this
work.
The motion was favorably considered,
bat upon the suggestion of Mayot Cults,
action was .deferred until the meeting
of tbe board Monday night next.

A Cotton Thief Cangfit in |h« Ad and

For a long while past Mr. Robert
Stewart has boen awnro of the fact that
someone has been systematically steal-
log cotton from hia ginbouse, but as he
always securely locked the door the
question as to how the thefts were eom*
mltted was all tbe more puzzling.
Weoneaday night he determined to
watch tbe gichousr, and taking a stand
by, soon discovered how the work
was done.
Cautiously a negro man approached
tbe house, and, after stripping to the
waist, managed to crawl through tbe]
hole In thn floor where the gin belt
worked, and was soon busily engaged In
filling baskets with cotton, which he In-
ton led loading upon a wagon concealed
in a thicket near by.
Mr. Stewart made a dash (or the thief,
who at once took to his heels. Three
pistol shots followsd 1dm in rapid suc
cession, but all went wide of tbe mark.
Mr. Stewart recognised the negro aa one
Larkin Marshall, and early yesterday
morning he caught tbe thief ia his eabln,
and ai resting him, brought him to town
and lodged him in jail, where be now ta
in default of a $300 bond.
Stewart says that Marshall has
stolen at least a half dozen bales of cot
ton from him this season, In tbs manner
described, tossy nothing of numerous
thefts committed heretofore. Marshall
a good farm adjoining Mr. Stew
art's place, and Is Id comfortable circum
stances, but ha could not resist tbe op
portunity thus offered him to steel.

A Negro and HU Knife.

just been received from Baker's mills,

prominent citizen of that neighborhood,
by a negro. Tiio murderer escaped, bnt
will doubtless be captured by a posse
who are after him. Mr. Smith will
probably die, as hia windpipe is severed.

here from Richmond county and failed.
This was done to save them from lynch
ing at Rockingham. They murdered
