great popular loan of not less than two
hundred and fifty m'llion dollars, the
bonds to be of a denomination as low as
#10. It is believed thst, If this were
done, th* people would rally to the
rescue of the Imperiled treasury aa they
would In case of a threatened Invasion,
If congress fails to act It Is understood
the treasury will proceed again under

law and issus coin bond* for $100,000-
000 at r, par cent. If is doubtful If such
bonds ronld now be sold at a premium
that would reduce their real interest

should authorize a popular loan, It would

limits of human prediction. There are
In both houses unalterably opposed
to the Issuing of bonds, no matter what

special message, asking for bonds, may
