J Here it is nearly the middle of Feb
j ruary, and Southwest Georgia is still
I behind on water. Normal conditions, 1
! interrupted by the protracted drough
| of last summer and fall, have not yet
j been restored. Lakes and ponds that
j went dry during the protracted drouth
are still dry. While we have had oc
casional rains since October, the ac
tual rainfall has been light and the
ponds and low places that formerly
held water have not been restored to
normal conditions. The water that
has fallen has been absorbed by the
thirsty earth, and the little that has
settled in the ponds and low places
has rapidly disappeared. Ponds that
have formerly covered hundreds of
acres are now as dry as the old sedge
fields, and big swamps are also dry,
many of them having been swept by
forest fires. No man now living can
recall a time when there was so little
water on the face of the earth in this
section.

RADICAL LIABILITY I
BILL IN HOUSE
Measure Would Overturn
Present Statute.
Washington, D. C„ Feb. 12.—One of
the most radical pieces of legislation
before the present congress, and one
which heretofore has not attracted
any great amount of attention, is
now being given serious consideration
by the judiciary oomm.ttee of the
house, and a hearing has been or
dered for February 17, to which prac
tically all of the prominent railroad
men of the country have been in
vited.
It is the bil introduced by Repre
sentative ‘Sabath, of Illinois, which
would require all persons “carrying
on occupations and trades subject to
the regulative powers of congress”,
including express companies and
sleeping car companies, to pay com
pensation on a fixed basis to injured
employes. The legislation,, if en
acted, would overturn the present em
ployers’ liability law, and in fact
revolutionize the entire existing sys
tem of indemnity for personal inju
ries.
Indemnity Based on Earnings.
The bill defines the amount of com
pensation to be paid by employers
to employes in cases of injury or
death, basing it upon the amount of
the previous earnings of the victim
and provides that it shall be paid in
annuities.
The bill is based upn the existing
laws of England ajnd Germany. Such
legislation was favored in one of his
messages by former President Roose
velt, and President Taft also is said
to have commented favorably upon
it.
In the event of the death of au
employe, as a result of injuries, em
ployers would be required to pay to
his family or next of kin an annuity
equalling 70 per cent, of h’.s average
monthly earnings. Fifty per cent, of
the employers maximum monthly
earnings would be paid in case of
total d'sability, not exceeding six
months. Beyond that length of time
the injured employe would receive
two-thirds of the amount of his earn
ings during the period of impair
ment.
The measure goes into the min
utest detail in regulating the pay
ment for injuries, specifying how
much shall bo paid for the loss of an
eye, an arm, a finger, a toe, loss or
impairment of sight or hearing, and
including medical, surgical treat
ment. The loss of a toe is fixed at
5 iter cent.; the loss of both eyes at
75 per cent.; the loss of the right
hand at 60 per cent.
The bill would establish a federal
court to be known as the federal
commission of injury awards, and
to consist of three members to be
appointed by the president at sal
aries of $6,000 a year. The court
would have full authority to inquire
into and prosecute all claims and to
employ necessary assistants.

The report current that Mr. J. O.

An Americus br dgeomaniac has a

season to date, and yet there is no
marked evidence of dethroned reason.
It was a harvest time for the candi
dates yesterday, and the boys upon the
track let the voter from the woods
know that he was in the race.
The carnival w’ill pull up stakes to
day and go to La Grange. It is a clean
show throughout, and did a very fair
business in Americus.
Mr. John T. Taylor will greatly im
prove the former Bivins property, on
Lee street, purchased recently, before
occupying the place as a home.
The delegates who will “represent”
Americus at that proposed railroad
meeting at Waycross have not yet been
selected. This is really no joke.
The excavation is being made for
the big engines and dynamos that will
supply power and lights for the Wind
sor Hotel and Planters Bank building.

Eggs are very plentiful here now at
