Matters Before County Board <
Monday
The Board of Commissoiners of
Roads and Revenue of Sumter County
met in regular monthly session May
Ist. Present, Frank Sheffield, chair
man; J. F. Bolton, secretary; T. B.
Hooks, H. J. Webb and A. F. Hodges.
Minutes of last meeting read and
adopted.
Motion made and carried that the
county appropriate $150.00 to the
Americus Board of Trade to be ex
pended in advertising the resources of
Sumter county.
Motion made and carried that the
county appropriate $37.50 quarterly to
wards the payment of rent for the
Americus Light Infantry.
Motion made and carried that the
county put down the walks in the
county jail park, the city to bear its
proportionate part of the expense.
Tisar, colored, made application for
support. Alotion made and carried
that she be sent to the poor farm.
Bids for supplies for the month of
May were received, carefully compared
as to quality and prices submitted.
Motion made and carried that J. H.
Poole & Sons bid he accepted.
There (being no other business to
come before the Board, after passing
upon and approving bills against the
county to the amount of $5,518.46, the
Board adjourned until the first Mon
day in June next.

BEFORE ARGUMENTS ARE MADE
Florida May Establish a New Method of Procedure In Its
Slate Courts
Tallahassee, Fla., May 2.—The sen
ate has passed Senator Hudson’s bill
“to regulate the instruction of juries
in jury trials,' which, if passed by
the house and approved by the gov
ernor, will inaugurate a reform of
much value in Florida.
The title of the bill tells very little
concerning its real import, but the
measure as drawn is substantially the
law in several states, and as the au
thor of the bill, as well as other Flor
ida lawyers, have practiced under the
system, they are prepared to testify
to its advantages in conserving jus
tice and assisting rightful decisions
by juries over the system now in vogue
here.
The prime purpose of the bill is to
require the judge to charge the ju~y
prior to the argument of the lawyers.
The reason for this will be apparent
to lawyers, but to the layman it may
be necessary to recall that under the
present system the lawyers are nevc>
sure what attitude the judge occupies
as to the law in the case; that being
true; each lawyet sets out in his ar
gument to site th? law from his stand
point, and when the lawyers have fin
ished, then the judge opens up and
tells the jury what he finds to be the
law in the matter as viewed from the

j (Mrs. Charles A. Chambliss was
called to Pensacola yesterday under
conditions there most distressing, the
sudden death of the two baby daugh
ters of her son, Mr. H. T. Arrington,
the little ones dying of pneumonia,
following measles, almost within an
hour of each other.
Mrs. Chambliss left at 1 o’clock yes
terday morning, via Montgomery, to fie
with the distressed family.
On the evening previous she was ad
vised by wire of the death of the
elder child, a dear little one of two
and a half years, and one hour later
a second telegram 'brought the added
sorrow of the death of the babe of a
few months.
Hhe children had been ill with
measles, the malady running into
whooping cough and later to pneu
monia, death quickly resulting. Mr.
and Mrs. Arrington had expected to
bring the little ones to Americus up
on a visit so soon as they had
fully recovered from their long ill
ness.
Mr. and Mrs. Arrington formerly re
sided here and many friends will
sympathize with them in this, their
greatest hour of sorrow.
CHARLESTON WORRIED OVER
THE MONEY END OF LEAGUE BALL

Ransick’s forte seems to have been
money-saving. In two cities in the
circuit he has given out interviews 1
in the newspapers telling of the ex-,
penses of the team. In this city he
has said that the team wasn’t pay-’
ing. And yet, although this asser
tion may be strictly true, the game
must be paying better in Charleston
than in any city in the league; for
the attendance has been larger and
the expense less. It may be that
Jacksonville has a cheaper team than
Charleston; but there can’t be much
difference.
This constant talk of money, money,
I money, tends to convey the impression
throughout the circuit that the
game in Charleston is on anything
but a firm basis. It seems that the
policy of the Charleston Baseball As
sociation is one of ‘‘a dollar at any
cost.” Has it ever occurred to the
management that a few dollars wisely
spent at this stage of the game will
bring them manifold 'returns before
the termination of the playing season?
Have they ever stopped to figure that
there is a limit to what any fans will
stand? N'o matter how game the
baseball lovers are, they cannot be
expected to strongly support a losing
team.

Las heard the three or more, it is more
likely than not that the mind of the
jury is pretty well befuddled. In any
event, it is to correct or avoid this
evil that the Hudson bill drives at.
Under the system proposed the law
yers are required to cite the law to
the judge in the absence of the jury;
the jury retires and then if there is
wrangling between the lawyers it is
done out of hearing of the jury; the
judge takes the argument and cita
tions as to the law under consideration
and charges the law in the case upon
the return of the jury; then the argu
ment proceeds upon the evidence. If,
then, the judge should fail to charge
the law as in the opinion of either
lawyer engaged, it is thought he
should, the remedy and refuge of the
attorney woll be found in the Su
preme court.
The bill has other merits which will
recommend it. There was no active
opposition to it in the Senate, and it
passed by an almost unanimous vote.
Senator Hudson believes it will pass
the house without any trouble. He
thinks it is one of the most important
measures presented at this session,
and says that every lawyer in Florida
will readily see its merit.
WALKS IN COUNTY PARK
WILL BE CEMENTED
Council and County Board to
Divide Expense
The walks in the little city hall park,
owned jointly by the city and county,
are at least to be laid in cement, an
improvement long needed and desired.
The county commissioners have agreed
to share the small expense with the
city, and there will be no delay now
in haring the park paved. This done,
and the greensward there kept neat
ly trimmed, the appearance of the
little park in the business centre twill
be vastly improved. Now let the
work of beautification be extended to
the postoflice grounds—even more sad
ly neglected.

There are many who will say that
the situation in Jacksonville is worse
than it is here. 'Such a statement is
absolutely untrue. Down in the Flor
ida metropolis the management got
in rather badly with the fans by their
failure to make good on their propo
sition to move the baseball park to
/the city side of the river. The at
tendance has been small, the fans un
enthusiastic, and the papers inclined
to roast the team. There are times
when a newspaper is justified in crit
icising the management of a ball club;
and, therefore, the Jacksonville sheets
cannot be held to account.
